MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
FROM: WheatonB. Byers
In response to your request relayed to me by Mr. John Clarke, I have
had no continuing contact with any of the individuals whose names
have, as of this date, figured in the Watergate investigations.
In the course of my duties as a member of the PFIAB staff, I have:
a. had a brief meeting with Mr. Egli Krogh in his office on
October 1, 1971, for the purpose of transmitting some
information on behalf of Mr. Gordon Gray;
b. accompanied Mr. Gray to a meeting with Mr. Sohn
Ehrlichman in December 1971, to discuss Mr. Gray's
and my November '71 visit to Iceland;
C.
met with Mr. David Young, then of the NSC staff, in the
spring of 1972 to discuss Executive Order 11652 on
security classification. Mr. Young briefed the Board on
E. 0. 11652 in April and October 1972.
Mr. Clark also asked that I draw to your attention any matters which
might in any way involve the Agency in another flap. While I am not
privy to the facts in the case, if my understanding of Ambassador
Graham Martin's involvement in the 1970 Italian elections is correct,
his confirmation hearings on the Hill could again involve the Agency
in a public discussion of U. S. clandestine action activities.
