This morning Messrs. Lawrence Houston, General Counsel; William Broe, Inspector General; Howard Osborn, Director of Security; Paul Gaynor, Chief, Security Research Staff; and Secretary to General Walters, appeared before the above Subcommittee about Agency action taken on letters received from James McCord. The meeting lasted from 1000 hours to 1245 hours. There was no technical sweep of the room, 2216 Rayburn House Office Building, and the room was not kept under technical monitoring. Discussions were on a Secret level. A transcript was taken and is on file in the Office of Legislative Counsel. 2. Present for the session were: Lucien N. Nedzi (D., Mich.), Chairman F. Edward Hebert (D., La.) Melvin Price (D., Ill.) William G. Bray (R., Ind.) Leslie C. Arends (R., Ill.) Bob Wilson (R., Calif.) 3. During the hearing, Chairman Nedzi and Mr. Slatinshek criticized Mr. Houston rather severely for the Agency's not reporting the existence of the McCord letters to the FBI at the time they were received. In this connection, Representative Wilson said he wondered if the Agency had actually gone along with "McCord's game plan." He said this would explain why these letters were just now being surfaced. Mr. Houston had a conversation with Nedzi and Slatinshek at the conclusion of the hearing and it seemed he was able to dispel some of their concern. 5. Followup action: a. The Committee asked to provide copies of her shorthand notes of the memorandum which she prepared for General Walters and copies of the Xerox copy which she made of each of these. b.
