September 30, 1973 To the Directors of the FBI and the CIA, the Attorney General, and the Chairmen and the Chief Investigators of the Committees on Inter- nal Security of the House of Representatives and the Senate of the United States of America: Sirs: It has come to our attention that the Senate "Watergate" Committee is not conducting its hearings into the campaign practices of the Presidential candidates in 1972 with an open and unbiased attitude. It appears that any testimony or evidence which might have a bearing on the question of whether or not there was in fact a threat to the security of this country in the late '60's and early '70's, as claim- ed by some of the defendants in the Watergate case, is being ex- cluded from consideration by the Committee and from inclusion in its officially recorded proceedings. Therefore, we feel it would be in the best interests of this country and in the best interests of the people of the world if you were to voluntarily submit to the Senate Select Committee on Presidential Campaign Activities for 1972 any information or reports that you may have which would collaborate or deny that there may have existed in this country at the time the Senate Select Committee is concerning itself with a threat to the security of this country in the form of a concious and deliberate 'Plot to overthrow or weaken the government of the United States by tactics of subversion which included an attempt to "take" one branch of the Federal government through the electoral process by infiltrat- ing the Democratic party, and using its standard bearer as an un- knowing "sacrificial lamb," with the hope that, once elected, he would, by force of obligation of a long-standing custom of the American political system, appoint to positions where they would have access to secret government information persons whose interests are contrary to the best interests of the United States. I hope that you can be of some help in this matter. If nothing else, and I hope that you would include this in any case, a statement of your professional opinion on this question would be very helpful to the people of this country in making its determination about the guilt or innocence of those involved in the Watergate case. We will be writing to the Senate Select Committee also, asking that they include in their records any records, information, and/or state- ments that you may submit. Enclosed is a copy of that letter.
