Dear Mr. Sax-be:
I am enclosing a copy of proposed legislation which I.
sent recently to the Office of Management and Budget, reaueSt-
ing its advice with respect to submitting the legislation to the
Congress. The purpose of the legislation is to provide penal
sanctions for the unauthorized !disclosure of intelligence sources
and methods. I am responsible statutorily for the protection of
intelligence sources and methods from unauthorized disclosure,.
but there are no sanctions or implementing authority.
� Recently, serious damage was done to our foreign
intelligence effort as a result of unauthorized disclosure of
information relating to intelligence sources and methods. Hope-
fully, the proposed legislation would act as a deterrent and would
allow for successful prosecution of violators.
Undoubtedly, the Office of Management and Budget will
seek your advice on this legislation. I would be most appreciative
if you would advise me if you have any comments or suggestions.
