Dear Mr. Chairman:
In a letter dated 1 April 1974 (copy enclosed), Senator Howard Baker
advised me of steps he proposed be taken in connection with his report on
his inquiry into CIA activities.
Action by this Agency was anticipated in two areas --a declassification/
sanitization review, and submission of comments on the report. Unfortunately,
neither can be satisfactorily completed by_Senatoi. Baker's deadline since all
the relevant transcripts are not yet available. I have, however, prepared
some preliminary comments which we may wish to expand upon when the
additional material is made available and we have had an opportunity to review
it. As requested I am also recommending certain security deletions from the
report.
I am forwarding herewith for such disposition as you feel is appropriate,
a copy of Senator Baker's summary report along with our preliminary comments
on the report and recommended security deletions.
I am also forwarding copies of this material to the Chairman of the
Senate Appropriations Committee.
