Dear Mr. Chairman:
In a letter dated 1 April 1974 (copy enclosed), Senator Howard Baker
advised me of steps he proposed be taken in connection with his report on�
his inquiry into CIA activities.
Action by this Agency was anticipated in two areas --a declassification/
sanitization review, and submission of comments on the report. Unfortunately,
neither can be satisfactorily completed by Senator Baker's deadline since all
the relevant transcripts are not yet available. I have, however, prepared some
preliminary comments which we may wish to expand upon when the additional
material is made available and we have had an opportunity to review it. As
requested, I am also recommending certain security deletions from the report.
I am forwarding herewith for such disposition as you feel is appropriate,
our comments on the report and recommended security deletions. I have also
sent copies of this material to the Chairman of the Senate Armed Services
Committee.
