Director OCI on 1 November 1. This was the initial meeting' between DDP and DDI repre- sentatives concerning the Peace Movement Study. Present were DD/OCI, and a CIA officer who will draft the Study. 2. The DC1 has indicated that the Study should be broad in scope, i. e. , to include organizations which, although not themselves peace organizations, are affiliated with the overall Peace Movement. OCI intends to title the paper "International Connections (or Foreign Connections) with U.S. Peace Movements" since it is felt that there should be a differentiation between organizations such as the National Mobilization Committee and the American Friends Service Committee. OCI plans to append lists of organizations of both U.S. and foreign organizations but does not at. this stage intend to append lists of individuals connected with these organizations. 3. I showed Mr. Godfrey the draft worksheet we proposed to use for reporting information on the connections of individuals with foreign organizations or persons (copy attached). I pointed out that we would define foreign connections to include connections with the CPUSA and with Bloc officials, even though these contacts took place within the U.S. Mr. Godfrey is interested in receiving from the DDP distilled rather than raw information (particularly anything illustrating patterns of connections). I did not commit us to furnish information In other than a fairly raw form but did indicate that we would be able to supply some background information in the form of old studies (for example those prepared by ICG on the World Peace Council, etc.). 4. I outlined our plans for searching and reporting on Bloc - travel of U.S. citizens in the Peace Movement and proposed that we supply information on just one instance of travel rather than listing every trip. Mr. Godfrey requested that we include all foreign travel: every trip to the Bloc as well as every trip to non-Bloc foreign countries. 1 Exclad211 trzri 11.317:77:0; Approved for Release: 2017/01/18 C01475749 Approved for Release: 2017/01/18 C01475749 Spe, 5. I indicated that DDP would be responsible for collection from the following sources: DDP files, Office of Security, FBI, Secret Service; Defense, Immigration of Naturalization Service, and State. (Mr. Godfrey suggested that I check specifically on funding with the FBI.) I suggested that DDI be responsible for collection from NSA, Domestic Contacts Service, FBIS, Congressional Committees (via Legislative Counsel) and possible Internal Revenue Service (via General Counsel). Mr. Godfrey intends to obtain the DCI's approval via DDI before approaching Congressional Committees or the Internal Revenue Service. OCI will cull its own files for names of foreign organizations and will be responsible for intelofax runs in OCR. 6. I made available a copy of the NSA Study titled "Association between United States Peace Movement and Foreign Communist Orga- nizations" dated 22 October 1967 and suggested it be shown to the DDI. 7. I stated that we are considering sending a book message to CIA field stations and asked the CIA officer to draft requirements to be considered by the DDP. The DDI participants expressed a preference for an type cable from each station rather than a series of raw reports. I stated that controls vxyuld be tight on these cables but I proposed in the interest of speed to make a copy immediately and directly available to the CIA officer in OCI as reports come in from the field. 8. Mr. Godfrey reiterated that although the President had not set a deadline, the DCI and the DDI had agreed upon two weeks. Mr. Godfrey pointed out that at the beginning of the discussion the DDI did not intend to do anything until the DDP had supplied the information on which to base the Study. We agreed to meet in the near future to review the first batch of raw material in order to agree at that time upon the final form in which DDP material should be submitted to the DDI. FBI: Mr. Papich reaffirmed that all information obtained in the past by the Bureau on the Peace Movement has been disseminated to CIA. The bulk of this information was disseminated under the following captions: 1. "Demonstrations Protesting U.S. Intervention in Vietnam". Z. USAF/0SL Met with Colonel Boy& CSI Liai33n officer and CIA officer #1 Cl/Liaison, to clarily requirernent we were levying on the Air Force. It was suggested that 06I's efforts include examination of the following aspects: a. Anti-war demonstrations, against USAF air bases abroad; b. Attempts to interfere with USAF recruiting activities in the USA; c. Attempts by groups, foreign or domestic, to undermine the moral of Air Force personnel. 4. Office of Security: In response to DC,CI's contact with the Director of Security, Mr. Osborne provided copies of "Information Digested" covering September and October l957. This internal Office of Security document will provide background and leads for further research. S.
