MEMORANDUM FOR THE RECORD
REFERENCE: Tehran 21990 of 15 December 1973
On 28 December I met with Secretary Kissinger privately
on another matter, but added that I was concerned at a
statement by Mr. Helms. This was that Secretary Kissinger had
told him that General Haig had proposed that Senator Baker be
permitted to make a statement to the effect that the Agency
was involved in the Watergate burglary. I said that the
Helms' statement was a biS ambiguous as it did not indicate
whether General Haig's proposal was one of asking for Secretary
Kissinger's comments on whether the Agency was likely to have
been so involved or whether it was a more direct proposal that
Senator Baker take this initiative. Secretary Kissinger
immediately stated that Haig's remarks were clearly in the
form of a solicitation of Secretary Kissinger's comments on the
merits. I fully agreed, as I said that I could not believe
General Haig to have had any other motive in view of what
knew about General Haig. Secretary Kissinger vigorously
concurred.
