MEMORANDUM FOR: The Director
1. Ts rn attaching a Memorandum for the Record done.
yesterday by Walt Elder following the day-long sessions involving
Mr. McCone and David Belin. The memo reflect various requests
made by Belin during the day, specifically, requests for a number
of documents from our files.
2. The IG and I have reviewed them. We recommend their
re/ease subject to your approval. Our specific item of concern is
that some of the documents do provide the identities of high level
officials outside the Agency, but we see n6 reason at this stage to
withhold.
3. "Tom Parrott's minutes of the 10 August meeting" are
included in this package, but the document is the property of the
National Security Council and the NSC does not give us approval
to pass to Belin.. They ask that Belin be refvrel diiiectly to them,
and.I have so*stated in my proposed letter to .z.--7--te'attached.
. 4. I am quite certain that you have seen all of these memos
at some time in the past. It is a combination of papers relating to
the Mafia, MONGOOSE, Castro, et al.. It is this collection which
tends to support McCone's view that he was not briefed by Bissell
or Helms on the Mafia business and On until the Summer
of 1963.
