The third agency equities in both material passed by CIA to the Rockefeller Commission and material furnished subsequently to the Senate Select Committee continues to be of paramount concern to these agencies. Both FBI and NSA suspect that the source of many SSC questions is the materials or interviews provided the SSC by CIA. In response to this concern, the Director authorized arrangements to show FBI, NSA and other appropriate USIB elements those parts of the "693 pages" having an impact on their activities. This has been done selectively. 2. 'On 21 June the Director authorized a further joint review of this material to permit the other agencies to ascertain for themselves whether it contained additional items which had a relationship to their work. The FBI was mostvocal in this request as I reported to the � Director on Saturday and the Management Committee on Tuesday. 3. Your request to the IG to review the material in question will be helpful but events are diminishing the effectiveness of this particular exercise. To the extent the preparation of abstracts can be accomplished simultaneous with the review, they may serve to preclude future similar concerns throughout the Community. We have also found the FBI practice of providing current input data to the Central Index on information generated by them useful in allaying concerns generated by the informa- tion flow in which we're involved. While the preparation of abstracts may take some time, let me urge that the Central Index input be provided, particularly for DCI testimony and other interviews. 4. With respect to the Rockefeller Commission materials, I have raised the fundamental question with the White House and have specifically asked that in transmittal of the documents to elements external to the Approved for Release: 2017/01/18 C01434859 Approved for Release: 2017/01/18 C01434859 Executive Branch, the appropriate caveats be recorded. I have also requested that selective information included in the material to be transmitted to the SSC which pertains to FBI and NSA be identified as receiving further expansion only on a strict need-to-know, compart- mented basis. I have advised both agencies of this verbal request which has received general White House acceptance but no specific follow- up as yet by Wilderotter. 5. Still to be worked out are the details for review of the Rockefeller material by other agencies, plus the questions you and Mrs. Mowitt have discussed relating to appropriate classification procedures in consideration of the FOI legislation.
