tation to a more active and specific plan, part of which is thee

sympathizers. Free distribution of drugs and medicine will be

identical with Russian tactics to-a5iliaze the free medical
aid received under communism. The farmers may be especially
susceptible to this propaganda because the state was one of
the most severely affected by droughts in northeastern Brazil
this year.
