Dear Mrs. Harman:
Pursuant to Section 17 of the CIA Act, I am notifying
you, within the seven day period set forth in the statute,
that I have been informed by the CIA Inspector General of a
particularly serious problem.
In a memorandum dated June 26, 2003, the Associate
Deputy Director of Operations notified the Inspector
General of the death on June 21, 2003, of Afghan detainee
Abdul Wali under circumstances that were at the time not .
clear, but gave rise to concern. The Inspector General-was
asked to investigate the matter. On July 11, investigators
reported to the Inspector General that there is reason to
believe an Agency independent contractor may have engaged
in criminal assault or torture of the detainee prior to his
death. The Inspector General immediately notified my
office of this serious matter in accordance with Section 17
of the CIA Act.
The Inspector General is continuing to investigate
this matter and is filing a crimes report with the
Department of Justice.
