1. Probable terms of --US Military Attache Cairo
reports that Egypt 'probably will accede to the British desire that the
projected Anglo-Egyptian treaty should provide for (a) measures by
Egypt and the UK "to repel aggression and reestablish peace" if such
aggression threatens Egypt and the "immediate Middle East countries"
and (b) exchange of views and adoption of measures to meet any threat
of war against Egypt or neighboring countries. The period for evacua-
tion of British troops will probably be set by compromise at two and a
half *ears. The MA notes that plans for the increase of the Egyptian
Army still are "nebulous."
2 British n ons for Latin American air eements�US Embassy
Lon on has been told by British Air Ministry officials that the Anglo- -
Argentine air agreement (see Daily Summary of 14 August, item 5) has
been approved by Parliament, and cannot be modified or "withdrawn."
The officials added, however, that "for the time being" the UK would
not make any further Latin American air agreements except on terms
of the US-UK Bermuda agreement, and, if ft proves impossible to obtain
these terms for the pending agreement with Brazil, the UK will discuss
the matter with the US before adopting another basis.

3. USSR: Unrest in Odessa--Assistant US Naval Attache Odessa reports
that militia recently have shot several war orphans for pilfering UNRRA
cargo. In one case an attempt was made by port workers and othera to
mob the guard responsible for the shooting.
4. ALBANIA: Bid for US recognition ndUNmembershl.--Premier Hoxha
has informedITS-ThiltiCif Representative 0.-cobs-7that Albania is now pre-
pared to accept the continued validity of virtually all the multilateral
treaties to which the US and Albania are parties. Hoxha added that,
"after US recognition of Albania and the arrival of a US Minister,"
Albania will' consider making certain "corrections" in existing bilateral
treaties between the two countries. (Albania's failure to affirm the Vali-
dity of existing US-Albanian agreements has been the chief obstacle to
US diplomatic recognition and support for Albania's admission to the UN.)

Jacobs believes that Hoxha's statenient on multilateral tre3aties is
designed merely to facilitate Albania's application to UN, and points
out that Roxhes position on bilateral treaties remains substantially
unchanged.
5. GREECE: Plebiscite probably not to be postponed--US Military Atta-
che Athens reports that Premier Tsaldaris has rejected an appeal by
Greek moderate republican parties for the postponement of the plebi-
scite. The MA comments that the chances for holding the plebiscite on
the scheduled date remain "good."

6; INDIA: League unlikely to join interim government--US Mission New
Delhi reports that the Viceroy still is trying to bring the Moslem
League into the interim government, but that informed observers
believe that the interim government will be formed without the League.
The Viceroy's staff is uncertain whether the League's leaders favored
the riots, or whether riots resulted primarily from incompetent �
Bengal administration.
7 N.E.L: Sjahrir reports Soekaino very M--Sjahrir has told US Ccmsul
General Poote that Soekarno is "very M." �Sjahrir himself is again
Prime Minister of the Indonesian "Republic" and expects to leave the
next move in negotiations to the Dutch.
