PRESENT: General Smith, Messrs. Dulles, Wisner, Becker, Heiden, Col. White,
Gen. Truscott, Col. Betts, Mr. Earman
General Smith:

a. Discussed the Lattimore situation and asked Mr. Redden to give him a
report on this as a matter of urgency. In this connection, the DCI directed
that this report in particular take into consideration the following points:
(1) should we not restrict dissemination of information contained in our report
to State on Lattimore and future similar reportsto the FBI and let that Agency
make fUrther dissemination as they see fit; (2) should he (DC') return
call and advise him to allow the Attorney General to make any statement in
connection with the above-mentioned Lattimore trip deemed advisable. Mr. Dulles
suggested that it might be well for either him or the Director to call tihe FBI.
The DCI said that he had no objection to Mr. Dulles calling and
that he intended to call Mr. Hoover. After some further discussion the Director
stated that (1) Mr. Dulles should, in his conversation with advise him
that it was his (the Director's) intention to adviseIjTiT.urn, to
inform the Attorney General to make any such statement e Department of Justice
might wish regarding the "current Lattimore case;" (2) if as a result of
Mr. Hedden's investigation of this matter it was found desirable to restrict
dissemination of information as indicated above, a copy of the directive
establishing such a procedure would be sent to Mr. Hoover.
Mr. Dulles:
a. Discussed his conversation with the members of the Independent Offices
Subcommittee of the House Appropriations Committee as reported in the minutes
of the Deputies' Meeting on 17 June 1952.
b. Briefly reported on the Swedish plane incident and noted that (1) both
of these aircraft were, in fact, shot down by the Russians; (2) the first plane
was on a "snooper mission;" (3) the Swedes were attempting to salvage this ship
in order to prevent the Soviets from "getting their hands on it".
C. Briefly reported the discussion on the Civilian Defense paper held
at the NSC Meeting on 18 June.
Mr. Wisner:
a. Stated that the draft proposed Presidential statement had gone to
Admiral Souers. In this connection, he noted that possibly this speech could
be used to announce the Princeton statement on U.S. Policy Toward Soviet
Satellites.

b. Reported that the Australians had been in to see us twice and that
both they and the British were ready to hold discussions on liaison and
operational matters sometime after the first of September. Mr. Wisner
recommended that representatives from the overt and covert offices attend
this meeting and noted there was a possibility that he, too, might be able
to attend since he had made tentative plans for a trip to the Far East some
time after 1 September.
c. Left with the Director a brief report of Mr. Kirkpatrick's recent
trip.
Mr. Becker:
a. Left with the Director a paper on the subject of the U.S. being
engaged in a de facto war with the Soviets in Korea as previously discussed
at an IAC Meeting.
b. Voted that the final Brownell Committee report had been disseminated
to State and Defense and that the Secretary of Defense had our copy.
