I invited Simkhaeff to see me on Friday, and arranged that he will ask Mouraviov to lunch with him as soon as possible. Simkhaeff doubts that Mouraviov will come to this luncheon alone. On the basis of his past experience with officials of Amtorg, Simkhaeff expects that even if he extends his invitation to Mouraviov alone, Mouraviov will appear accompanied by at least one other Amtorg official. Should this happen, we decided that it would be prudent for Simkhaeff to limit his conversation to problems of Soviet-American trade. Should Mouraviov come alone, however, Simkhaeff will attempt to discuss with him the new situation in the Soviet Union created by the death of Stiin. I suggested to Simkhaeff, in great detail the manner in which he should lead the discussion to obtain the maximum information on economic and political questions. Simkhaeff is pessimistic about the possibility of future meetingswith Mouraviov, since his British firm is unwilling to resume fur trading with Amtorg in the United States in the present political atmosphere (while continuing to deal with them in London). I shall keep you fully informed on further developments. Best regards. Approved for Release: 2021/09/13 000842367
