Under the Freedom of Information Act, 5 U.S.C. subsection 552, I am requesting
information or records on Operation "Keyseat," a counter-intelligence effort headed by
CIA employee Robert Hall during 1977 and early 1978 in the Washington D.C. area. In
particular, I am asking to see a copy of a memo written by then President Jimmy Carter
that apparently ended the Keyseat investigation prematurely, before sufficient evidence
could be established against the prime suspect. I ask for any documentation identifying
the key suspect. I understand this memo is in the Keyseat file.
I am also asking for any documents or memos that confirm that Operation Keyseat
intercepted from David Truong via asset My Dung Krall the classified U.S. negotiation
:�osition for the talks with the Vietnamese in Paris N47 1977.
