MEMORANDUM FOR THE RECORD
SUBJECT: Eugenio Careaga Martinez
1. A review of Subject's Headquarters 201 file reflects
that Subject served as a crew member or boat captain from
January 1962 until June 1970, and during this period his salary
regularly increased from $300.00 per month to $675.00 per
month. From July 1970 until his termination "for cause" on
17 June 1972, the Subject was receiving a salary of $100. 00 a
month. During this latter period the Subject functioned as an
"Investigator. "
2. It is to be noted that a special review was made of
Subject's case in the latter part of 1969, when a number of
WH/Miami assets were being terminated. As of 24 October
1969 the Chief of Station, WH/Miami indicated that a special
effort was warranted in terms of providing assistance to the
rehabilitation of Subject in the form of financial support to his
entry into the economic life of the community. The thinking at
that time was to transfer Subject to an
assignment with the Station as a mechanism for his continuance
for a period of upwards to a year.
3. A Memorandum for the Record dated 8 December
1969 reflects the results of a discussion with the Chief of Station,
WH/Miami, who strongly recommended the retention of Subject
for two reasons:

normally met with Subject two or three times a month, but this
could vary considerably dependent upon operational developments.
The Subject, like most Cubans, was somewhat disappointed that
the United States Government might accept Castro, but he certainly
had a good attitude and displayed no bitterness towards the Agency.
l'last meeting with Subject was in early June 1972, shortly
before\ made a trip to Washington. The basic purpose of
this meeting was to provide Subject with his salary for May. On
this occasion the Subject talked at some length on his personal
family problems and his plans to divorce his wife.
