Appraisal of Contents 2.
Raul Roa Xouri was recently recalled to Habana as a result of a denunciation
by thi-U-2 representative in the Cuban Esbasay in Prague.' Roa Eouri was
denounced for not being a good Communist, for being bourgeois, and for being
tyrannical to subordinates. He was accompanied to Habana by hi, a.zonser.2
Roa Kouri had a long official conversation with President Osvaldo Dortiooa,
from which he emerged unscathed. His accuser, however, was to remain in
Habana in relative disgrace.3

to Habana for conaulation.

2. The name of the accuser is not known, but it is possibly Machado (fun), of
the Cuban Embassy In Prague.
3, The Charges against Roa Kouri were essentially of a local nature and did
not constitute a nationally-directed effort of the Cuban Camonnaist Party
against him or his family. He was able to clear himself largely because
he was able to demonstrate that the charges against him were false and
that his accuser was. incompetent, about which he had previously complained.
Six months ago, when the political climate was different, Roa Kouri
probably would not have been cleared of the charges:against him.
