Mr. Lyle Miller has explained that Mr. Frank Sturgis
continues to allege a relationship with and security �
obligation to the Central Intelligence Agency as the
basis for refusing to answer questions put to him by your
Committee. No such relationship or obligation exists now. .

soldier of fortune who participated in Cuban revolutionary
activities for a nuffiber f'years. We have no evidence,
however, that Mr. St is officially participated in the �
Bay of Pigs invasi Any activities related to the Bay
of Pigs in whi4 Or. Sturgis may have been engaged were
not directly,c6nnected with or organized by the CIA nor
was CIA kulliedgeable of any such activity. Similarly,
any renIaionary activities in which Mr. Sturgis may
have been engaged subsequent to the Bay of Pigs operation
were/ivitheut_the priox_knowledge, approval or acquiescenu
-of!tIA.( It is possible, although we have no knowledge to
this effect, that Mr. Sturgis may have been in some way
connected with. groups with which CIA maintained a relation-
ship with regard to Cuban operations.
In summary, there is no relationship nor security
obligation between CIA and Mr: Sturgis which would inhibit
Mr. Sturgis' testimony before your Committee.
