Conein presently assigned to ESD-11. The need for this waiver is caused by the fact that subject's wife is of French nationality. It is our understanding that the wife is not with her husband in Germany and has not been, although this in effect could hardly be offered in extenuation. - - The subject of Conein's wife and her family was looked into thoroughly about two years ago. Nothing derogatory came to light or has come to light since. It was agreed at the time that there appeared to be little security risk in the situation and Conein was continued in his assignment. During the ensuing period of time, he has per- formed in a most satisfactory manner and nothing has developed which would lead to the conclusion that he is not a loyal and dependable employee. During( the past year, Conein has been Chief of the Disposal - ---- Unit at ESD-11. 'He has shown himself to be unusually imaginative in the handling of this difficult problem. He has not only successfully -disposed of burned-out German agents, but he has also taken care of the details and handling of the various defection cases which have fallen into ESD-11's hands. In view of the paticularly specialized knowledge which he has developed during his tour of duty at ESD-11, it is felt that his continuance' there in his present capacity is highly desirable. St.
