MEMORANDUM FOR THE RECORD SUBJECT: Interview of Ira C. Feldman 1. On 26 April 1979 at LaGuardia Airport, Feldman was interviewed for 5 hours by (DEA) and (CIA). The following is a resume of that 5 hour debriefing. 2. Mr. Feldman, who was hired by George White on 10 June 1955, said he established an immediate rapport with 14r. White" who liked him. Feldman reported working hard for White and being quite succes- sful. He was assigned to the Red Farrari case with the cover of a pimp from New York. Feldman reports ultimately functioning as White's deputy. Feldman indicates that although the friendship with White worked to his advantage while White was employed, that it assured him trouble when White departed. White was not a popular man in the FBN. Feldman did not associate socially with White and always addressed him as Mr. White. 3. Feldman reported being called into White's office about 3 weeks after being hired by FBN and met Mr. Anslinger and Mr. Allen Dulles. During that meeting various means of assassination were dis- cussed. White, Dulles and Anslinger then went to dinner. Feldman was not invited. Several days later he asked "Mr. White" what the meeting was about and was told that the assassination of Castro was being considered. 4. A series of names were mentioned with the following reaction; the list not necessarily complete and references to activities not germane to this investigation have been omitted. Sidney Gottlieb No recollection of discussing business with Gottlieb. Gottlieb stayed at the safehouses. Ray TreiChler A "milktoast" who expressed no interest in women. Brought out 81 63 e 6 83 "gas" cartridges to test. Calibers to fit several types of guns, carbine, 38, and shotgun. The cartridges put out an incapacitating material which was worse than tear gas. The shells were tested at Stinson Beach; he, White, and Treichler would take turns running through the cloud. They also tested a defoliant at Stinson Beach by injettir.ig-it into trees. "Skipped country" !MUM, Reporter IMMINNINIF 4111111101111111MMER, a girl from 11111�111.1131M0111111111111111 may be a very good source. t2) ammill11111111Pr EINIMICIFOINEIM Feldman stated that CIA made no use of the safehouse in 1955 and 1956 but used it frequently in 1957 when it was often tied up by CIA for a week per month. Agents were told to find other motels etc., for undercover meetings. He gave us no details of the estab- lished safehouses not already known with one exception. After much talk, he volunteered, "I do have one bit of information you want - the piece de resistance" - with appropriate gestures. He then made the anticlimatic statement, "I have the mirror from the Village apartment, or had it, it's gone now." I then asked if he knew of any other safehouses in N.Y.C. He replied, no. (We had earlier established that Feldman maintained apartment 1B at 212 East 18th St. Nothing has been found in CIA records to indicate the existence of, or sponsorship of, that apart- ment.). Slightly later in the questioning 11/1/11111/ asked the point blank question, who paid ,for your 18th St. apartment. Feldman seemed a bit taken back by the question but replied, "George White". "Why did White pay for it?" Feldman responded he supposed because White liked him and knew he could use some help. Feldman admitted to no further knowledge as to the source of funds. He could not remember whether the checks were George White or Morgan Hall checks. Feldman stated that he knew "the statutes had run", i.e., he was no longer vulnerable due to the statute of limitations, but that if "they" really wanted to know the details of what happened they would call him, and other involved people, grant them total immunity, and ask them to tell everything they know. I asked Feldman if anyone had contacted him or in anyway had attempted to influence his testimony to the Senate investigators. He replied there had been no such contact and no such efforts. On questioning Nir. Feldman stated he was now involved with "investments". He traveled internationally; he mentioned several trips to South America but also mentioned Europe. He indicated he was now earning more than ever. When asked what type of invest-_ ments he was in he replied, "let's just say investments in lives". - Conclusion: Feldman knows more than he is admitting and even infers as much. His testimony is full of inferences that he knows much more including his statement that if they really want to know, etc. I believe he agreed to meet with us just to learn what we were up to. Events since the interview suggest that he may have lied to us about contacts to influence his testimony. When MOW and I showed him our credentials, subsequent conversation demonstrated he thought Mlle was FBI rather than DEA. I phoned Ray Treichler about 1600 30 April requesting an interview. When he agreed I asked if he would mind if I brought one other man along. To his "who", I responded only, 11111111111111111. Treichler responded, Oh, Dept. of Justice, eh? I asked; 0h, do you know him? No, etc. SinceiNOWP is DEA, unknown to Treichler, and since as far as we know only Feldman believes him to be Dept. of Justice, it seems probable that Feldman phoned Treichler after our interview.
