This memorandum contains a recoTmendation submitted for the Director's approval. Such recommendation is contained in paragraph I. 2. Subject is a former senior operational case officer of the Soviet Committee for State Security (KGB) with the rank of major, who defected to the west on IS December 1961 and requested political asylum in the Unit,W States. He was 'accompanied by his wife and daughter. Subject has already made an outstanding contribution to the intelligc.xe and �counterintolligence mission of the United States rovernment .by furnishing valuable information of first�priority concern to the national security. This Agency and the Federal Bureau of Investigation continue to exploit his knowledgeability on Soviet. intelligence operations in many parts of the world. Attachment "A" contains a detailed justification for use of the provisions of Section 7, Public Law 110, as emended, to grant permanent residence in the United States to Golitsyn and his family. Attachment "8" is biographic data on Golitsyn,. his wife, and daughter. S.
