1. The purpose of MKULTRA, Subproject 71 is to enable TSD/RB
to continue the utilization ofilIMIIIIMEMI presently located �--*
at the Department of Medicine, Neurology Division, Stanford. University 6
School of Medicine, on project activities within TSD/RB.
2. The scope of11111111111program will include the following:
A. Clinical testing and evaluation of selected drugs
and preparations in order to select one that will
fulfill existing operational requirements in the
area of anti-interrogation.
B. Participation in clinical testing and evaluation
of drugs and measures evolving within other
projects.
C. Monitor, direct, and/or participate in development
of a miniaturized multi-channel recording physio-
logical measurement device.

D. Review of overt Chinese and Japanese pharmacolog-
ical and physiological literature and submission
n , of periodic evaluation with respect to problems

R. Compile literature surveys on specific problems

attended.
IOC G. Act as consultant and when feasible and mutually
agreeable actively participate in TSD/RB operations

3. The total cost of the program for one year is estimated at
$9600.00. Charges should be made against Allotment Number 1525-1009-
1902. The project year commences 1 June 1960.

. All travel shall be documented with transportation stubs,
hotel bills, etc. Supplies shall be of the expendable type necessary
to the conduct of the program and hence not considered as project
property. Statements will be rendered for secretarial and consultant
assistance utilized, and for professional services.

the true purposes of the program. Be has also agreed to comply with
the requirements of the Memorandum of Agreement.
