MEMORANDUM FOR: Mr. Herbert Hetu
Director, Public Affairs
FROM:

SUBJECT: Search for MKULTRA Victims/Request
to Tour Agency
1. One of the MKULTRA drug test subjects located
is . ammOMPwas a close personal
friend and co-worker of Both had
executive positions at a major department store in
New York City. 411101111111111Mbis suffering a blood
disease, Idiopathic Thrombocytopenia Purpura and is
undergoing chemotherapy. When informed that she was an
unwitting test subject, she wondered if the LSD might
have been the cause of her malaise. Such seems exceedingly
unlikely. 410111111011111111.1and her husband are retired and
living very comfortably in agaminimille. They have
announced their intnt...to sue the Federal Government.

2. In our interview,4111111111111. revealed herself
as an active, interested Democrat. Her husband, 41111111110.
Both
seem pro-CIA. spoke favorably of CIA, seemed
to genuinely appreciate our efforts to find her, indicated
a personal interest in intelligence activities, and asked
if a tour'of the Agency could be arranged for her. I said
that the Agency was not open to the public and did not give
tours but that in view of her unique relationship to the
Agency, I would see if something could be arranged.. I wrote
in a letter that at the very least, I would treat her to
lunch in our "Rendezvous Room." The Office of Security has
no traces on eitheril=11111111111Pin their files.
3. Suggestion: TheaMMEMMOPbe given a short tour
of the Agency to include the auditorium, the library, a
computer facility, and possibly a communications room or
Watch Office, and culminating in a greeting by a senior .
official, preferably the Director. Either the senior officia

or I would then host them to lunch. Since the
Rendezvous Room is no longer available for non staff
entertainment, a reserved table in the Executive Dining
Room should be considered. TheallIMMexpect to be
in the Washington area about Labor Day.'
4. I believe there is little to lose from such a
tour and that such a reception would demonstrate the
Director's interest in the victim identification activity,
victim welfare, and in his determination to .keep the
Agency operating within its legal and ethical boundaries.
