SUBJECT: UGOCM and CPUSTAL Contact with
Cesar'-aAVEZ (NL)
1. A sensitive source has reported that Cesar
CHAVEZ has declined the invitation from the General
Union of Mexican Workers and Peasants (UGOCM) to
attend their meeting to be held in November 1971.
CHAVEZ said that he would like to attend, but that
he is in poor health and cannot. You are referred
to our memorandum B-2799, dated 20 August 1971,
Subject: UGOCM Letter to Cesar CHAVEZ CNL) for
additional information concerning this Subject.
2. Source also reported that during the meeting
of the General Council of the Permanent Congress of
Trade Union Unity of Latin American Workers (CPUSTAL)
held in La Paz, Bolivia, from 2 to 5 August 1971, it
agreed to support the struggle of the Chicanos from
a labor viewpoint. See our memorandum B-2813, dated
2 September 1971, Subject: UGOCM Relations with Various
Chicano Groups (NL) for information concerning this
group's contact with Cesar CHAVEZ. Additional information
