With the destruction of the 1VLKULTRA files in early 1973, it is believed that there are no definitive records in CIA that would record the termination of the program lot; testing behavioral .drugs on unwitting persons. . � 2. In a memorandum for the Deptity Director of Central Intelligence dated 17 December 1963, Subject: Testing of Psycho- chemicals and Related Materials, the Deputy Director for Plans recomm.. ended the continuition of the unwitting testing pro-gram with the Bureau of Narcotics. The Acting Director of Central- Intelligence in his reply dated 24 December 1963 stated that after discussion the Director recommended that tile- matter be considered in depth after the first of the year and that in the meantime "please continue the freeze on unwitting testing." � . . 3. There is no record, to our knowledge, that this freeze was ever lifted. In June 1964 the Acting Director of Central Intelligence, in approving continuation of the general research '. project; stated that "unwitting testing will be subject of a separate �E*isting records, however, do not indicate whether a decision'On t;nwitting testing was later made. The consensus 5s. that the freeze was never liftt.:d. �� 4. As the actual testing was conducted by personnel in. the Bureau of Narcotics there may be some better record in its successor organizations.
