whether effective and practical techniques exist, or could be develened,
which could be utilised to render an individual subservier.t to an impoced

operations of the study group.

2. Ihe group completed its preliminary study and submitted. the
attached report, RDB 242/1, in January 1953. The report indicated all
known techniques and agents thich nay be applicable to the prcble= and
contained comments on the feasibility of utilizing them and cf protecting
against ihcm. Comments on the existing military research and development
;program in this area and recommendations relative to promising research
were also included. . . . �

will or control. The JIG also stated that attention e-ould be directed
inrosearch to the possibility of employing effective techniques which
could WIllify in advancelany attempt to impose a will or control for the
purpose of extracting classified information. Further research as to the
physiological effect of drugs and charicals on human beings was indicated
as justified.- The JIC also stated its ccntinuing int:rust in the brosder
..field of the effect of drugs and chemicals on human taings as related to
interrogation techniques and countermeasures from an intelligence point
. of view.
h. The attached rcportnontains research recornendations relative
to irradiate military needs and.the collictton of data which may improve
basic understanding and thus ultimately prove to be of military use. These
recemmendations point cut desirabli research, the need f9r which is
confirmed by the JIG statzments.

appropriate action. We would he pleasZld to work with you on any further-
research and development planning which nay be desirable and to reconvene
our study group to assist in such studies, if necessary. /
