Reference is rade to the staff study dated 29 Aurust 1952 from Assistant Dircctor/SI to Dp(?, invi and DD/A. The staff study has teen concurred in by the appropriate officers wherein the responsibility for Project ARTICia7, has been allocated as follows: ^ a. Overall respcnsibility for the project should be transferred from OSI to LSO. � b. I&SO should call upon the research and support facilities of CIA Lbdical Staff.and of the Office of Technical Services as required. c. Liaison rith the Research and Development Board and with the Service coxponents should be the responsibility of =0. d. Responsibility for the evaluation of foreign intelligence .aspects of the project shcUld remain in CSI. 2. In confor=itylt.th the above illccaticn of respcnsibility for Project ARTICHC,EE, ILSO delegates responsibility for the impler:entation of this project as follows: a. The Chief, redical Staff should be responsible for medical research in sue-fert of this prejc.et which all conrost of research of a basic and operational nature ect=ained by Chief, Ledical Staff as .appropriate and necessary within the scone cf his facilities in support of this project. In addition, Chief, edical Staff will conduct research and furnish opeational support in response to requests by ILSO and within the-limits of facilities available to the Ledical Staff. Requests by FLO will consist of specific . elements of research, raterials and personnel-in support of opera- tional use of Project AHTICHOI:E. � � b. Chief of OTS has advised that in vier of lack of facilities and other requirements, his staff is not in a position to undertal.:e full-scale support of this prosram as outlined. In addition, OTS adviees it will not undertake operations within this project on its own but will restrict itself to laboratory type research and coperi- ,rentation. OTS and Yedical Staff each have established liaison with the' �Service compbnents in conformity with their respective fields of respon- sibilities ard it is fcreseon that research conducted by OTS and Medical Staff in support of Project AMC= will include liaison with the Service 'components in this regard. Fcr the sake of clarification, LISO will restr'et its liaison to operational aspects cr.ZiTICHOial: and OTS and Medical Stzff � rill restrict their liaison, as regards ARTICHC:Ir,, to the research fields. In order to prevent duplication and some crossing of channels, coordinzt:sn and exchange of information in this regard will be necessary between the three elements concerned. 7. In order that information and activities may be appropriately discussed, I&SO will call monthly meetings of Medical Staff, OTS and IZSO. 8. In order to provide facilities for the actual use of ARTICHOKE,' I&SO will budget for and recruit personnel-for the establishment of at least two teams. � vo. t-v� � VI 9.
