2. :This project is an operational application of ARTICHOKE,.
and I feel that we should clearly be in the picture from start to
finish exercising control features on actual experimcntation.
3. As stated in the report, the principal question is whether
or not an individual can be controlled into the future by the
application of "H" techniques. I further feel that this cannot be,
done in the United States on a clinical basis, !and the only answer
is to concentratio on field applications... To this end we could
supnlement tho I H)KE team and possibly carry out theSe4experi�
mentations 01 where I understand we have some likaly :
prospects who Meet all the requirements and are not "friendly."

sooner or later TSS will probably find out about the project. In addition,
it probably would be a good idea to cut TSS n or at least selvted person-
nel since they may have some new chemicals foT tests, possibly of interest
to us.
