For over 20 years, the Soviets have operated
a large weather modification program for civilian
purposes under the direction of the Hydrometeoro-
logical Service in Moscow. Although military in-
volvement in this effort has ions been sus ected
the Soviet Air For .rovi.ed increase
funding in recent years for weather
modification research.
The Soviet civil program has been successful in
develtiiiing techniques for altering certain types of
local weather conditions, most notably fog dissipa-
tion and hail suppression. The Soviet approach has
been to focus on problems that have the greatest
potential for military and economic applications.
For example, the Soviets now use fog dissipation
techniques regularly at several airports and could
employ them to support air operations in a war sit-
uation. Despite their successes, the Soviets are
not known to have made any unique advances in the
field of weather modification,
in
atn the broader area of climate modification,
the-510iets are still believed to be in an early
research and development stage and are not known to
have conducted any experiments.
