SOUTH KOREA
President Pak 's opposition seems
increasingly intent on forcing a con-
frontation prior to your visit in order
to dramatize the repressiveness of the
regime.
Opposition leader Kim Yong-sam and seven col-
leagues were detained briefly today after leading
a small demonstration.
At a press conference yesterday, Kim renewed
his party's demand for basic constitutional reforms,
including direct popular election of the president.
In view of the government's refusal to consider any
such proposals, Kim said his party would immediately
spearhead an extra-parliamentary struggle using "all
methods" regardless of "sacrifices." Kim's press
conference was given full coverage in Seoul's news-
papers.
A strong speech by Kim in early October was
followed by a surge of large-scale demonstrations
by students and Christians, and this could happen
again.

GREECE
Greek voters go to the polls on Sun-
day in the first parliamentary election
in a decade. Prime Minister Karamanlis
?and his conservative New Democracy Party
are favored to win.
How wide a margin Karamanlis' party
attains will determine how flexible the
new government can be on Cyprus, NATO,
and in relations with the US. The out-
come will also have a significant effect
on Greece's political structure, since
the new 300-member parliament will be
empowered to revise the constitution.
Fear of another right-wing coup will attract
many voters to Karamanlis. Most Greeks recognize
the difficult circumstances that existed when he
took office and seem satisfied with the way he has
handled the Turks and the Cyprus problem. Because
of his previous eight-year term as Prime Minister,
Karamanlis has developed into a symbol of better
times and is viewed as a proven leader who has the
experience to lead Greece out of its current trou-
bles. Moreover, under Greece's proportional repre-
sentation system for parliamentary elections, Kara-
manlis could get as little as 40 percent of the
popular vote and still end up with an absolute ma-
jority in the parliament.
Karamaniis will probably get 40 to 50 percent
of the vote. Should this fail to give him an out-
right majority in parliament, he will probably form
a coalition with the centrist Center Union - New
Forces led by George Mavros, which is expected to
come in second. Such a coalition would be similar
to the temporary government that took over this
summer when the military stepped down.
FA coalition dependent on Center Union sup-
port might therefore prove unwieldy at times, but
would probably keep Greece on a basically pro-West
course and act responsibly on matters in dispute
with Turkey.

behind Mavros' party. /

15 percent of the vote.

NOTES
Portugal: Foreign Minister Soares' swing
through Tunisia and Libya last week adds further
evidence of Lisbon's interest in cultivating Arab
goodwill. The Portuguese want to attract Arab in-
vestments and end the Arab oil boycott that began
when the former Portuguese government allowed US
planes to use the Azores base during the airlift
of supplies to Israel in October 1973. Soares im-
plied at a press conference in Tunis that the US
could no longer count on the use of the Azores in
the event of another round of fighting between the
Arabs and the Israelis. He said that if this
should occur, the Portuguese government would make
a decision "in conformity with its interests."
Minister Without Portfolio Vitor Alves adopted a
similar line at a Brussels press conference, in-
sisting that Lajes is a NATO base and "must be
used in a NATO context."
Japan-China: Japan and China agreed yester-
day to establish consulates in Osaka and Shanghai.
No date was announced for opening the new missions.
The agreement was reached during the current visit
to Tokyo of a Chinese vice foreign minister, who
also signed a Sino-Japanese shipping pact. Accord-
ing to Japanese press reports, the Chinese visitor
also planned to discuss the question of starting
negotiations for a Sino-Japanese peace treaty.
The way was cleared earlier for such negotiations
when Peking agreed not to introduce the trouble-
some issue of ownership of the Senkaku Islands,
located midway between Okinawa and Taiwan.
USSR-Egypt: Soviet minesweepers have fin-
ished clearing the Strait of Gubal at the north-
ern tip of the Red Sea, and will leave for home
later this month. US clearing operations in the
Suez Canal are expected to be completed by the
end of the year.
