1. Zanzibar
a. Zanzibar has for all practical
purposes become the first African Com-
munist state. Pro-Communists hold
all key government posts in the wake
of yesterday's cabinet shuffle.
b. The former ministers of
finance and education--both i moderates--
have been assigned to Washington and
London, with Communist sympathizers
as their deputies.
c. There is, however, no sign
that any confrontation between Karume
?and the Commufiists is imminent.

d. He has appeared indifferent
to their maneuvers and decrees, which
continue to be disguised as Black
African socialism.
e. Karume also seems pleased
with the treatment he is getting from
the Soviets.
there
are fifty Soviet military advisers
now on the island who will shortly
begin training the nucleus of an army
for Zanzibar.
f. He was probably exaggerating.
However our charge,has a reliable re-
port that ten Russians who arrived
aboard the Soviet ship Faizabad
remained after it departed.

2. Gabon
3. Cyprus
a. President Mba is still
courting trouble.
b. He is getting more confident
and intransigent as the elections
scheduled for 12 April approach and
will probably feel free to use re-
pressive and brutal measures to stay
in power.
C, The President is getting
support from private French interests
in Gabon, who are well connected in
Paris. This may be part of the reason
why Paris has not pressed Mba to be
more conciliatory.
d. There is considerable worry
in Libreville that the President's
principal political opponent, Jean
Aubame, now in prison, will be exe-
cuted or murdered before the elections.
e. This would probably trigger
new anti-government and anti-French
disturbances.
a. The UN peacekeeping force
will become operational tomorrow when
General Gyani takes command of the
British and Canadian contingents.
Tuomioja expects to arrive by the mid-
dle of next week.

b. Makarios is still objecting
to .0 Thant's including the 950 Greek
and 650 Turkish /troops now in Cyprus
in the peacekeeping force.
c. It now seems clear that a
new "political tendency" is gaining
strength among the Greek Cypriots.
It combines in varying propositions
opposition to Makarios, opposition
to Communism, support for the re-
turn of EOKA hero Grivas, and support
for enosis.
d. Minister of Interior Geor-
kadjis, who probably has more control
over the Greek irregulars-on the is-
land than anyone else, is pushing
this line. Grivas himself is more
than willing, and we think Athens
could be persuaded. Ankara is another
question.
e. In Istanbul the Greek Consul
General has confirmed the deportation
of three Greek businessmen under
provisions of a 1932 law restricting
certain professions to the Turks.
f. The
Consul says every Greek in
Istanbul is worried that he will be
next.

4. Brazil
5.? British Guiana
a. The tensions generated by
President Goulart's latest drive
for "basic reforms" have abated some-
what as Brazilians turn their atten-
tion to Holy week.
b. Goulart is still under pres-
sure from his supporters to maintain
the momentum of ?his campaign. There
is a possibility he may bring some
"reformists" into the cabinet or
push reform by additional executive
decree, as his chances of lining up
enough congressional votes for his
program are doubtful.
c. Lacerda and other conserva- 50X1
tive leaders are planning more demon-
strations in "defense of the consti-
tution and congress 50X1
d. The governors of three other
important states also have taken a
strong stand against Goulart's efforts
to browbeat the congress.
The pro-Jagan union seems
to be losing its fight to gain con-
trol of the sugar workers.
b. Its seven-week old strike
is continuing but more and more workers
are drifting back to work and violence
has abated.

6. South Korea
c. Officials of the anti-Jagan
union are no longer quite so worried
that withdrawals from their union
would reach the point where sugar
producers would have to recognize
Jagan's outfit as sole bargaining
agent for the sugar workers.
a. Student demonstrations are
continuing. They spread yesterday
from Seoul to the provinces and re-
ports from Seoul say the students
are out again in the streets this
morning.
b. Opposition party leaders are
promoting the demonstrations in hopes
of creating a situation which will
lead to the overthrow of Pak's govern-
ment.
c. Their aim is to bring the
situation to a point where the stu-
dents will be joined by the general
populace and by any discontented mili-
tary elements.
d. In similar circumstances in
1960, the army refused to fire on
?the students to save the Rhee regime.
e. Some Korean troops have been
released from their UN assignment to
provide additional security forces
for the government.

NOTES
A. South Vietnam The public trial of Diems' brother,
Ngo Dinh Can and Phan Quang Dong, a political cohort
of Can's, was scheduled to begin this morning in Hue.
Our consulate there believes that if it comes off,
the trial will generate considerable excitement. The
biggest danger will be the reopening of religiouJ
sores between Catholics and Buddhists.
D. France-USSR Khrushchev's son-in-law, Alexei Adjhubei,
ig?dire?TerVisit France shortly as a guest of the France-
USSR association. The French say that so far he has not
requested any interviews with government officials.
However, we doubt Adjhubei would pass up the chance of
a chat with De Gaulle. Meanwhile Edgar Faure, whose
visit to the USSR was postponed at the beginning of
March, is reported to be repacking his suitcase.
E. Libya Prime Minister Muntassir feels that negotiations
for the removal of western bases should start within
one month. Muntassir says he believes a phaseout of
two or three years would be reasonable, but we think it-
likely the Libyan government will press in the negotia-
tions for evacuation at an earlier date.

F. UAR The virulence of Nasir's clandestine radio attacks
767the US and the UK has noticably increased in the
past few weeks. The tone of these broadcasts appears
stronger than anything we have heard in several years.
In addition to attacks on the west for exploiting Arab
oil resources and for support of Israel, some com-
mentaries have made vicious personal attacks on Western
leaders.
G. UAR Nasir's reshuffle of his cabinet has brought for-
a number of very able men and should improve the
efficiency of his government. We do not see any change
in UAR policies as a result, however.
H. Burma The leader of the Buddhist opposition movement
is continuinghis bitter attacks on the leftist policies
of the Ne Win regime. In a recent speech in Mandalay
he claimed that the US Seventh Fleet was eo-operating
with exiled Burmese counter-revolutionaries and would
soon come to Burma's rescue.
I. Japan Embassy Tokyo reports that the stabbing of
Ambassador Reischauer has given 'the nation a real shock
and that the regret of the Japanese people is nation-
wide. The Embassy thinks the incident will have the
effect of making Japanese-American relations even closer.
