An uncertain calm returned to Cyprus this morning after yesterday's off-and-on fighting. b. Turkey, reacting predictably, has warned once again that it would have to intervene if these outbursts were not halted. The Turks realize that these warnings are wearing a bit thin; they asked us to tell the Greeks that Turkey is in "dead earnest." c. Still, it seems to us that the Greek Cypriots have been adroit in bringing the situation on the is- land to a boil then shutting off the fire before it boils over and Turkey comes in. d. Greek Cypriots have demon- strated in some areas in favor of union with Greece. e. However, his foreign minister, Kyprianou, told Charg?elcher on Wednesday that he was coming to the view that enosis and a voluntary emi- gration of Turkish Cypriots was the best solution. Kyprianou is flying to New York today to discuss the terms of reference of the UN force. Makarios is said to want a stronger affirma- tion of the role of the Cyprus Govern- ment than called for in U Thant's draft. g. While the Greek Cypriots would like to carry out joint police patrols with the UN force, the Turkish Cypriots want the UN to dis- arm the police and take over admin- istration of the island. h. The UN force is now set to be activated late Saturday or Sunday. Its three-month assignment will date from then. We suspect the problem will last a good deal longer. 2. North Vietnam a. Cambodia - South Vietnam a. Any chance for an early reconciliation between Saigon and Sihanouk went out the window with yes- terday's action near the border. b. The South Vietnamese were trying to pin down a Viet Cong band and by all reports did strike across the ill-defined border. The ICC is investigating. c. Sihanouk, however, is not waiting for the results. He told a provincial audience today that he sees "no hope" for the talks with South Vietnam, because, as he put it, Khanh could be deposed by the US at any time. Even before the border inci- dent, Sihanouk, offended by a Saigon press reference to him as a "child," had said there was little use in a 'South Vietnamese delegation making the trip, Today's meeting was cancelled, g. Pressures to accede to Sihanouk's renewed call for a "Geneva" conference are likely to become over- whelming. a. Lawyer Vogel yesterday seemed to be backing off his as- sertion of the day before that the US pilots will be tried for spying in an East German court. b. He told a US officer that a decision on the subject has not yet been reached. For what it is worth, he said he had the "impression" that the East Germans were anxious for a ?big propaganda trial and were negotiating with the Soviets for the go ahead. c. Our impression is that Lawyer Vogel, a slippery one in past encounters, may feel that he went too far in his first remarks. There is, of course, the possibility that there has been a change of signals following the strong line taken by the US. d. In Stockholm today Gromyko said the fate of the fliers was an "East German problem." Panama A Communist_led student congress which opens today can be expected to ring all the changes on anti- Americanism in Panama. On the diplomatic side Panama has been probing sentiment in the OAS for a meeting at the foreign minister level. C. Guatemala Although student leaders have signed a state- ment that no violence is planned in connection with today's celebrations, armed extremist and Communist students may still try to provoke something. The government has made no secret of its readiness to use all necessary force to keep order. D. East Africa The meeting of East Africa's "big three" on Zanzibar, scheduled for early in the month, never came off. We now learn that it was shelved in favor of .a larger, more ambitious meeting, sometime in April. This one will involve leaders from Kenya, Tanganyika, Uganda, Zanzibar, Nyasaland and the two Rhodesias. Both Zanzibar and Southern Rhodesia will be on the agenda. E. British Guiana The long-standing struggle between Jagan and the Trade Union Congress may erupt into another general strike, this time over Jagan's attempts to wean sugar workers away from a congress affiliate. This Jagan drive is apparently meeting with some success and congress leaders are threatening to Call their workers out. The precision photography obtained by Keyhole missions flown 12-14 March demonstrates to our satisfaction that the KM-7 camera can give us point target photographs of extremely high quality. b. The mission contributed a wealth of additional useful detail on previously photographed activities and facilities. For example, we can now say with confidence that at most ICBM sites the missiles are kept in nearby ready buildings. It would, therefore, take three-four hours to ready these missiles for launching. c. We can also see that there are four launch silos atjIRBM hard sites rather than the two or three we had estimated earlier. d. We may conceivably be able to distinguish types or classes of vehicles in military parks. e. The mission confirmed our suspicions that construction work at the anti-missile missile sites around Leningrad was stopped last year before completion.
