1. Cyprus
a. British troops have been
sent to a village 40 miles west of
Nicosia where Greek Cypriots were
reportedly attacking Turkish vil-
lages early this morning. Press
reports describe this clash as the
most serious in the past ten days.
b. No other incidents have
been reported as the UN increases
its force on the island. In addi-
tion to forces already committed
to the UN effort, Austria has
offered a small medical detachment
and Brazil a marine contingent.
d. Greek Cypriots are still
attempting to portray the UN force
as an adjunct of the Cyprus Govern-
ment. They have begun painting
their own helmets the light blue
of the UN.
e. Greek and Turkish military
activity continues to taper off.

a. Khanh has asked Foreign
? Minister Quat to explore the pos-
sibilities of going to Paris soon
to try to set relations between the
? two countries back on the track
perhaps eventually to exchange
ambassadors again if all goes well.
b. If Paris is responsive to
feelers being put out, Quat's trip
will be part of a fairly extensive
tour which would include Geneva,
London, and Washington.
c. Following his recent meeting
with Phoumi, Khanh has reopened his
embassy in Vientiane and will send
an ambassador as soon as he can.
d. We are not yet clear what
exactly is envisaged in their agree-
ment to make "common cause" against
the Viet Cong.

of a Geneva conference to solve
his problems.

Nepal - India
a. The Chinese Communists are
willing
to build two new roads in Nepal.
b. One would be an important
segment of the long-cherished East-
West road in southern Nepal
c. The other, strategically
more important, would connect the
Lhasa-Kathmandu road the Chinese are
now building with Janakpur on the
Indian border.
d. The Indians will be extremely
sensitive to numbers of Chinese so
close to their border, and they will
not like the idea of an all-weather
route of access to the Indian plain
which flanks the CI:nimbi valley to
the west.

a. As many as 1,500 Cubans
may now be receiving military train-
ing in the Communist bloc.
b. The training probably in-
volves advanced officer instruction
and technical courses in the opera-
tion and maintenance of late model
military equipment.
c. This type of training and
the sizeable number of personnel
involved suggests that Cuba may
receive additional Soviet military
eauipment in the near future.
a. Photographs of eight Soviet
nuclear-powered "E-dlass" submarines
suggest ?that two of them have eight
cruise missile launchers each instead
of the six carried by each of the
others.
b. The two suspected eight-
launcher units apparently are of a
newer design and may carry the re-
cently developed 450-mile cruise
missile rather than the standard 300-
mile missile.
c. The E-class subs are known
so far to be operating only in the
Soviet Far East.

a. Government-controlled media
in South Africa are making noises
about pulling out of the UN.
b. Withdrawal would not only
be good domestic politics, but would
minimize the opportunities for the
country's? foreign critics to bring
effective political pressure to bear.
c. Verwoerd's government is
already out of the UN's Food and
Agriculture Organization, the Inter-
national Labor Organization, and is
under pressure to leave the World
Health Organization.

a. Late word on the situation
in Brazil is hard to get(
b. It is clear, though, that
Goulart's recent demagogic performance,
his sweeping decrees, and bold chal-
lenges to an unfriendly congress have
the country in turmoil.
c. He seems confident he has
both popular and military support
sufficient ?to bludgeon congress into
doing his bidding or else. His use
of the "public plaza" technique to
make his point could bring severe
disorders.
d. There are even rumors, which
we are unable to confirm, that federal
troops have arrested Goulart's chief
opponent, Guanabara State governor
Lacerda.
e. In any event, the charged
atmosphere has spurred the demand for
dollars, and, a devastating flight of
capital could ensue.

A. USSR Cosmos 26, the earth satellite launched yes-
Wd?ay, was the second successful launching in six
attempts in the Cosmos series from Kapustin Yar this
year. The number of failures or cancellations suggests
that the Soviets are having trouble with the launch
system.
B. Pakistan - Communist China Pakistan International
Airlines announced yesterday that operational arrange-
ments are now complete and regular service between
Dacca and Shanghai, with an intermediate stop in Canton,
will start on 2 May. Initially there will be one
flight weekly.
C. Sino-Soviet? Border
D. Egypt-Kuwait The Egyptians have wangled a $98 million
loan out of Kuwait. This should make them even less
willing than heretofore to consider the International
Monetary Fund's long-standing recommendations for basic
fiscal reforms.

14 March, the sixth mission employing
the KH-7 camera system, has provided
the highest quality photography yet
obtained. A high percentage of the
scheduled targets were covered and
were cloud-free.
b. Excellent photography was
obtained on. portions of nine out of
the eighteen ICBM complexes; A pre-
liminary readout of these and a number
of other tragets will follow as soon
as possible,
