Cyprus a. Straightening out the terms of reference for the UN force is still the big problem. b. Makarios views the force as assisting the Greek Cypriot police in enforcing law and order. c. On the other hand, Turkish Cypriots and the government in Ankara see it as preventing action against the Turkish Cypriot com- munity whether the Greek Cypriot Government has authorized it or not. d. The search for a mediator acceptable to all hands still goes on. One possibility is that a Swiss might fill the bill. e. The Turks have given notice (6 months is required) of their intent to abrogate the 1930 Greco-Turkish Treaty. This regu- lates the status of nationals of each country residing in the other. f. This looks like an effort to discourage coup plotting. It could create a more democratic facade at little risk to Khanh, since most of the council officers owe their positions to him. Court- H.
