The Turks believe their threat of intervention last Friday deterred the, Greek Cypriots and is largely responsible for the relative quiet that has prevailed since, but they are also acutely aware that this threat is now so worn as to be of little further value. d. Maphilindo Talks a. Sukarno, still angling for a three-way summit meeting, has told the Filipinos he would be willing to withdraw all guerrillas in Malaysian territory by the time a summit meeting is convened after the Malaysian elections. b. Thai and Philippine efforts to get ministerial talks back on the track are hung up, basically because Sukarno is holding out for a summit meeting and Rahman is electioneering. c. The dispatch of Thai cease- fire observers is also hung up, partly because it is not decided whether they would "observe" or "supervise" the cease-fire. d. Attention is now turning to the possibility of setting up a Maphilindo ambassadors group under Thai aegis in Bangkok where, perhaps, some of the snarl can be untangled. The weekend also brought the loss of six US airmen downed by Viet Cong groundf ire. D. Ethiopia-Somalia New clashes are breaking out in Ogaden as Ethiopian troops begin to exercise their new authority to deal harshly with Somali tribesmen in the "forbidden zone" along the border.
