1. Cyprus
a. The Turks remain ready to
carry out their threat to intervene.
d. The Canadian House of Commons
last night authorized an 1150-man
contingent for the UN force./
e. Sweden had already Agreed
to contribute when another neutral
did so too. Ireland has now agreed
to contribute a battalion and Finland
is expected to do so today. Arrival
of,at least, the Scandanavian troops
may be several weeks off, however.
The new UN commander in Cyprus; Gen.
Chavez, has Arrived from Gaza to

Makarios rejected the Turkish note
of warning, but he and his minions,
even so, are apparently trying to
avoid any action which would give
Turkey a pretext to carry out its
threat.
a. King Idris and Prime
Minister Muntassir have told the
British and ourselves they must
have an agreement to renegotiate
the question of the bases.
b. Pressure being generated
by Nasir for immediate removal of
the bases is becoming too much for
them, they say, and unless we enter
into new negotiations, they are con-
vinced they cannot stem the tide.

impossible to enforce along the
entire 900-mile border, they could
easily mean new and more severe
trouble.
d. Somali nomads have crossed
the border to their traditional
grazing areas for centuries, and the
Anglo-Ethiopian treaty of 1897 guar-
antees their right to do so. Before
the recent OAU conference, Ethiopian
officials had considered establishing
a ten-mile "no-man's-land" with cor-
ridors allowing for this traditional
entry.
e. At the conference, however,
Ethiopia reportedly demanded that
there be no crossings during the
operations of a proposed border com-
mission. When Somalia rejected this,
the conference merely appealed for
maintenance of the cease-fire and
for bilateral negotiations.

NOTES
South Vietnma - Cambodia Sihanouk's plan to send a
delegation to Hanoito discuss problems which relate to
Cambodia's border with South Vietnam may bring a sharp
deterioration in relations with South Vietman. South
Vietnam in return could interfere with Cambodian shipping
on the Mekong and may adopt a policy of "hot pursuit"
involving military penetration into Cambodian territory.
Hostilities would, in this event, be difficult to pre-
vent.
C. Uruguay Uruguayan President Giannattasio does not like
the cumbersome nine-man collegial executive system. He
feels it "must go," and he is trying to
line up military support for a coup, presumably before
his term expires a year from now.
D. Surinam - British Guiana The self-governing Dutch
territory of Surinam has heretofore been relatively quiet,
but with help from Cheddi Jagan next door, leftist agi-
tation is on the increase. ?The familiar issues of inde-
pendence and Creole vs East Indian are ready-made in
Surinam,and Jagan seems intent on making the same mess
of things there he is making at home.
