1. Cyprus:
? a. The Swedes have agreed to
contribute troops to a UN peace-
keeping force on Cyprus.
? b. This should break the log
jam of others who have been wait-
ing for Sweden to act first.
? c. Meanwhile, violence is
cropping out again on the island.
d. Anticipating the early
arrival of a UN force, the Greek
Cypriots seem intent on showing
that they control the security sit-
uation on the island. Their line
is that the UN force will merely
assist them.

2. Maphilindo talks
a. Frantic efforts again
last night and this morning to
breathe life into the Bangkok
talks apparently have failed.
b. After much urging by
Thanat, the participants returned
to talk yesterday afternoon, but
the obstacle of the guerrillas
still could not be hurdled.
c. Indonesia would agree
only "in principle" on "the need"
to withdraw them and wanted to
leave their actual withdrawal and
a political solution to be worked
out at a summit meeting.
d. This, the Malaysians could
not buy, and, at last report,
Ambassador Martin had urged Sub-
andrio to put the Malaysian posi-
tion to Sukarno for decision.
e. The Malaysians want an
agreement on withdrawal of Indo-
nesian guerrillas
Simultaneously, they are willing
to start political talks and there-
after to call for a summit meeting.

a. Kim Chong-pil plans to
go to Tokyo next week in hopes of
breaking the deadlock in the nego-
tiations for normalizing Japanese -
South Korean relations.
b. The fisheries issue is
the last major obstacle to a settle-
ment, and Kim wants to discuss this,
with Prime Minister Ikeda and other'
leading government politicians.
a. Dominican leaders, dis-
trustful of just about everyone,
including each othersare becoming
more heavy-handed in dealing with
disorders.
b. The severity of the police
crackdown on Santo Domingo taxi
drivers who went on strike on 2
March is indicative of this.
c. There is a widespread
belief within the government that
the strike is part of a coup plot
by elements sympathetic to ex-
President Joaquin Balaguer.

party were getting so bad that Paz
has been forced to drop his hand-
picked running mate, Fortun, and
name the errant general as vice-
presidential candidate in Fortun's
stead.

the military back into line.

Lechin's sympathizers, who are
busy forming a new political party
of their own, are planning a
"general strike" which they believe
will cause serious trouble for Paz.

NOTES
A. Communist China - Hong Kong Chines Communists are
giving high priority to construction of reservoirs and
an aqueduct to increase Hong Kong's water supply./
B. USSR-Iraq The Soviets apparently have agreed to an
Ira roposal to substitute additional aircraft
tanks, and armored cars for surface-to-air
missile equipment under the Soviet military aid pro-
gram. The material is to be financed by credits made
available through cancellation of the SAM program.
C. Gabon French troops, by their tough tactics, have
--i-e-grOred order, and Libreville is back to normal.
Beneath the surface, though, there is much bitterness
that will return to plague Mba and the French another
day.
