1. Cyprus
a. Greece and Turkey have
accepted the draft resolution pro-
posed by the five nonpermanent
members of the Security Council.
b. We do not yet know Makarios'
view. He has dispatched two of
his top lieutenants to Athens to
discuss the matter with the Greeks.
c. The Security Council will
probably vote on the resolution
today.
d. Premier Papandreou's warn-
ing to Turkey against unilateral
intervention, combined with press
reports of Greek troop alerts and
naval movements, have improved
relations between the Greek Cypriots
and Athens.
e. Papandreou's hope in this
may be to exert more control over
the Greek Cypriots and counter
growing Soviet influence. He is
also, of course, swinging with
the tide of Greek public opinion.
f. Ur Thant, meanwhile, is
working to give shape to a UN peace-
keeping force before further obsta-
cles arise.
g. The situation on the island
has not significantly changed.

a. The top-level Rumanian
party delegation was greeted with
great fanfare on arrival in Peiping
yesterday.
b. We still believe the Ru-
manians want to mediate between the
USSR and China--incidentally reflect-
ing glory on Bucharest as an inde-
pendent power--but there are signs
that the Soviets do not approve.
/ The Rumanians on their
way to Peiping avoided Moscow,
choosing instead a single refuel-
ing stop at Omsk.
d. Whatever the Rumanians'
intention, the Chinese obviously
intend to play the visit as a break
in the solid front of East European
support for Moscow.
a. The high-level UAR delega-
tion headed by Field Marshal Amer
arrived in Riyadh on Sunday for
talks with the Saudis.

yet on what transpired. We think
it possible that diplomatic rela-
tions may be re-established.
d. Prince Faysal, meanwhile,
has agreed to extend the UN observer
mission in Yemen for another two
months.
a. President Mba has been
unable to keep the lid on.
b. ?A relatively peaceful
demonstration against Mba and French
intervention was ruthlessly put
down on Sunday, mainly by French
troops. This action gave rise to
a general strike which yesterday
closed schools, public services,
and businesses in Libreville.

5. Nigeria
c. Demonstrators have taken
again to the streets to demand Mba's
resignation and removal of the
French troops which put him b ck
in office two weeks ago.
d. Our embassy reports the
situation this morning to be extremely
bad. There has been much violence,
sacking and looting, coupled with
attacks on French personnel.
e. The French, who contend
they would not support a leader in
their former territories who did
not command wide popular backing,
clearly have a bear by the tail.
a. Nigeria is in turmoil over
results of a census which shows
Moslems in the north number more
than half the nation's population.
b. Elections to parliament,
due by the end of this year, are
to be based on these figures.
c. The hue and cry raised
elsewhere in the country has prompted
some politicians to charge fraud,
even to repudiate the results and
threaten secession.

Health Organization which meets Thursday in Geneva.
Paris has already launched a trial balloon.
B. Maphilindo talks The three-power Maphilindo foreign
ministers meeting reconvenes in Bangkok today.

C. Bolivia General Barrientos, who has become something
of a cause celebre in recent weeks, has been named
Bolivian ambassador to Britain.

F. Dominican Republic The Dominican government was in
a state of confusion last night over the possibility
that former President Balaguer is about to return from
exile. He commands considerable support in the armed
forces. If present civilian and military leaders
cannot form a united front against him, another period
of instability and violence is in prospect.

a. We now have a preliminary
readout of the second package of
satellite photography
b. In it, what may be an anti-
ballistic missile system antenna
has been located some 37 nautical
miles southwest of Moscow
c. This is the first structure
of its kind we have spotted in the
USSR. Its location in relation to
Moscow would be appropriate for an
ABM acquisition radar; so is its
directional orientation.
d. Coverage of Semipalatinsk
shows new Soviet prepairations
for underground nuclear tests, khe
last known Soviet underground test
was at this site on 2 February 1962.
e. The foundations for two
very large buildings have been iden-
tified in a new area under construc-
tion at the Tyuratam rangehead.
This strengthens the hypothesis that
the new site is intended for new
large boosters.
f. The mission provides good
eiiidende-that-initiation-of,,new ---
soft ICBM sites has been slowed ,if not
halted. It at least raises the
possibility that initiation of hard
sites has slackened as well.
