1. Cyprus
a. Prospects for the direct
involvement of the USSR or France
in the deadlocked Cyprus situation
appear to be growing.
b. The Turks
are convinced the Soviets 50X1
are becoming deeply involved on
the side of the Greek Cypriots and
are supplying them with arms.

Makarios feeds
Turk apprehensions by saying he
will turn to the USSR if he cannot
get satisfaction elsewhere,
d. Makarios yesterday suggested
French mediation, and at the same
time appointed an ambassador to
France. In view of De Gaulle's
recent criticisms of the 1959 Treaty
of Guarantee, Makarios feels on
safe ground.
e. The French say they have
received no formal request and that
it would be inappropriate for them
to do anything while the problem
is at the UN.

2. Indonesia-
Malaysia
g. The British chief repre-
sentative in Cyprus told Ambassador
Wilkins last night that he expects
momentarily to be told by Makarios
that British troops can now leave,
that the "Government of Cyprus,"
i.e., the Greek Cypriots, is able
to keep the peace.
h. He intends to reply that
the British are there to assist
both communities and have no inten-
tion of :abandoning one to the other.
i. The British, be told Wilkins,
will hold their positions in Cyprus
"come hell or high water."
j. There has been no change
in the state of readiness of Turkish
forces standing by.
a. It now looks as though the
Malaysian, Philippine and Indonesian
Foreign Ministers will convene again
in Bangkok next Tuesday.

redistribute grain so that few actu-
ally starve though the rations of
most will be even shorter.
4. Rumania - Communist a. The Rumanians are taking
China on an extraordinary role in the
Sino-Soviet dispute.
5. Dominican
Republic
? b. At Peiping's invitation,
they are sending a Politburo-level
delegation to China next week to
discuss party relations and prob-
lems of unity in the socialist
camp.
c. To date, the Chinpse have
shown no disposition to reach an
accommodation with the Soviets,
and at first blush this invitation
looks like another attempt to chip
away further at Moscow's support.
We find it hard to imagine that
the Soviets look upon this well-
publicized maneuver with enthu-
siasm.
a. Dominican ruling circles
are in an uproar over an amnesty
law which triumvirate President
Reid is trying to put through.

b. Under it, a large number
of Castro-Communist militants cur-
rently in jail or exile would be
freed.
c. So would many persons
associated with the Trujillo regime.
Among these are many military offi-
cers, as well as former President
Balaguer who is now in exile.

NOTES
A. South Korea Students in Seoul are planning to demon-
strate early next week against government Corruption
and police interference in student affairs. It may
develop anti-US overtones, specifically on the status
of forces issue.
B. South Vietnam The conviction is growing in the large
Chinese community in Saigon that the Viet Cong will
win in South Vietnam. Lack of faith in the Vietnamese
government's ability, uncertainty over US intentions,
and accelerated Communist subversive activity are baying
a broad impact among the Chinese. Our Embassy points
out that in this atmosphere, Chinese economic support
of the Viet Cong could become significant.
C. Bolivia The Barrientos affair has so stirred up Boli-
Via-TN-armed forces that a state of alert has been
declared. This is probably intended as much to keep
junior officers from flying off the handle as anything.
