Cyprus: Negotiations at the UN have so far done little more than to spell out what was already obvious. ? The Cypriots will not allow any reference to the Treaty of Guarantee in a UN resolution, and the Turks are eqUally determined that any resolution reaffirm the treaty which gives them the right to intervene. ? At the same time, a "British go home" campaign is gathering momentum on the island, possibly as a forerunner of an attempt to force the British out altogether. 2. Indonesia-Malaysia: The issue of Indonesian guerrlllas in Malaysia's Borneo territory has all but wredked the ceasefire and chances for a further three-power meeting. Clashes are again occurring on the ground, for the first time in the month that the ceasefire has been in effect. Malaysia, having declared its Borneo territory an air defense zone, has warned Djakarta that any planes sent to air-drop supplies to the guerrillas will be shot down. The Malaysians will now probably step-up opera- tions to roundup remaining guerrillas. 3. USSR: Last Wednesday the Soviets conducted their third-EUEcessful firing in a new ICBM development program begun last December. We are still not certain whether the vehicle is a completely new missile or a much modified SS-7, currently the mainstay of the Soviet ICBM missile force. Ethiopia-Somalia: The fragile ceasefire arranged by the OAU conference in Dar-es-Salaam has managed at least to reduce the number and severity of inci- ? dents along the Ethiopian-Somali border. The African Foreign Ministers convened again on Monday at their regularly scheduled meeting, this time in Lagos. There they will take up the Somali-Ethiopain problem again. They will try to arrange some mechanism for policing tne ceasefire and, possibly, for meuiat- ing the problem. Anti-American sentiment which last week appeared on the rise in Magadiscio, has since abated somewhat. 5. USSR: 6.
