1. Cyprus
a. There was some shooting yester-
day in the Polls area and additional
hostages were taken elsewhere, but it
was generally a calm day.
4. The recruiting, arming, and
training of fighters in both communities
goes on. The British have seen Turk
Cypriots bearing late-model rifles. The
training of Greek Cypriot irregulars,
under Greek regular army officers, is now
focussed, we hear, on resisting a Turkish'
invasion.
c. Turkish military preparations
in the Iskenderun atea opposite cyprus
continue. UB officials in the area
believe that another show of force
similar to the one staged ten days ago
may be forthcoming. This was designed
to show the Greek Cypriots that the
Turks were ready, willing,:and able to
help their compatriots.
d. The Greek Cypriot press yester-
day asserted that the US and UK were
conspiring to partition Cyprus and set
up Polaris bases in the Turkish part.
Interestingly, Moscow charged yesterday
in Izvestia that the West was trying to
turn Cyprus into an "atomic rocket spring-
board."

2. Indonesia-
Malaysia
e. We consider the well-staged
arrival in Nicosia of a team of Soviet
aviation men as a calculated attempt to
show how close Greek Cypriot ties with
Moscow really are.
a. Kuala Lumpur has warned Djakarta
that any planes sent to air drop supplies
to guerrillas in Malaysian Borneo will
be shot down.

3. Indonesia
b. This is not an empty threat.
c. If these moves do not deter the
Indonesians, a major crisis could easily
result.
e. We are trying to persuade the
Malaysians not to take this step, but
they seem determined.
a. Although orders have gone out
from Djakarta to Sumatran police to pre-
vent the seizure of a US-owned rubber
plantation in North Sumatra, we wonder
whether the orders will be obeyed.
b. The Indonesian Communists have
refused to honor government instructions
to return British properties in the
area to their owners.
c. The Communists seem quite willing
to test the government's control in
regions where Djakarta's authority is
infirm.

4. South Vietnam
d. They may take advantage of the
fact that Sukarno is tied up in his
"crush Malaysia" campaign to step up their
anti=American drive in the next few weeks.
e. This could include demonstrations
against the embassy and other American
property and, perhaps, some violence
against Americans.
a. A recent on-the-spot survey dis-
closed that less than 10% of the small
arms captured from the Viet Con last ear
were made in Communist China.
d. Far fewer of the captured weapons
were made by the Viet Cong themselves than
was the case in previous years.

5. USSR-Cuba
a. The training of Cuban units, now
going forward at all surface-to-air
missile sites in Cuba, should be completed
by April.
c. All of this points to the systelit's
being turned over to Castro in late April
or early May.
6. Ethiopia- a. Somali guerrillas are jeopardizing
Somalia the paper-thin cease=fire.
b. In the past several days they have
damaged several bridges in the Ogaden.
The Ethiopians, from the Emperor on down,
.are convinced that Mogadiscio is behind
this activity.
d. Ambassador Korry suggests that
Haile Selassie is no longer in absolute
control of events and that there are
junior officials who would like nothing
better than to "teach the Somalis a lesson."

7. Bolivia
a. Bolivian politics have always
been rough and tumble, but this year's
presidential campaign promises to be an
especially rugged one.
b. General Barrientos, a Paz foe
who was told Sunday to get out of the
country, was shot by an unknown assailant
last night.
c. The headquarters of presiden-
tial hopeful Lechin were bombed late
last week.
d. Organizations responsive to
Lechin hint that the bombing was the
work of the government. They promise
that such "provocative acts" will be
met by violence from their side.

NOTES
A. France-Africa Not all of Africa has been heard from,
but the tide so far is running strongly against the
French intervention in Gabon. Both conservative and
moderate African leaders have criticized it, and the
younger, more nationalistically inclined second level
officials have been especially shrill. In Dahomey,
for example, these elements hope to use the issue to
get the ball rolling toward a closing of French bases
and a withdrawal of French troops.
B. USSR-UAR The long-rumored Khrushchev visit to Egypt
could take place in May. He has, we hear, agreed to
attend the opening ceremonies for the Aswan Dam. He
may use the opportunity to visit other African states.
C. USSR-Brazil The Soviets are still casting about for
an aid project which would catch Brazilian eyes but not
involve Moscow in Brazil's larger economic problems.
Ambassador Fomin was in the impoverished northeast last
week talking aid in general terms and asking for sugges-
tions.

E. South Vietnam - France Ambassador Lodge reports that
there isSaigon of breaking relations
with France. This time the reason advanced is that the
French intend to recognize Hanoi, and Saigon wants to
beat them to the punch. We know of no such French
intent and are urging patience on Saigon.
