1. Cyprus
a. Sporadic clashes, though
relatively minor, are reported again
this morning.
b. While each side will prob-
ably, try to avoid major outbreaks
for the time being, in order not
to prejudice its case in the UN, the
Greek Cypriots are increasingly cocky.
They are convinced they are winning
and that Ankara is bluffing,
d. The director of the US-
owned Cyprus (copper) Mining Company,
the only large industry on the island,
reports all the company's dynamite
has been stolen. He plans to close
down operations.
f. Turkish reconnaissance
flights over Crete and Rhodes, have
prompted a warning from Greece that
any foreign plane violating its air
space will be shot down.

2. Gabon
a. Unconfirmed reports this
morning say President Mba is back
in power. If so, it was presumably
with the help of French paratroops
who were flown into Gabon yesterday
from neighboring Congo (Brazzaville)
and the Central African Republic.
b. All Americans were reported
safe as of late yesterday, the in-
terior is reported calm, and there
are no reports of fighting in Libre-
ville.

Malaysia
c. Yesterday's coup attempt
was evidently, the' *cork of disgruntled
junior army and gendarmerie officers
in connivance with Some of Mba's,
political opponents.
d. It was strictly an internal
power grab with no apparent inter-
national overtones; although Gabon's
close ties with Fr nee might have
been loosened somewhat had it suc-
ceeded.
a. Prospects for the three
foreign ministers to get together
again are poor. The cease-fire is
also threatened.
b. Indonesia
to air-drop sup-
plies to guerrillas in Malaysian
Borneo; a move which the Malaysians
claim is designed to create the im-
pression that the guerrillas "occupy"
well-established areas.
c. Djakarta is also planning
to send in more troops.
d.
The Malaysian posi-
tion that there will be no further
talks while the guerrillas remain

? a. The members of the special
OAS commission investigating Pana-
manian charges of aggression against
the US feel that the Chiari govern-
ment is still determined not to enter
bilateral negotiations with the US
unless it is assured that revision
of the Canal treaties is a topic for
consideration.
b. At least one member of the
committee thinks that it may now be
necessary to convene a foreign minis-
ters conference as a last ditch
maneuver to prevent the matter from
passing to the United Nations.

6. France-China
a. The Nationalists are sound-
ing out the French to discover if
Paris might be receptive to the idea
of some sort of informal relationship.
b. The Nationalists, according
to Vice Foreign Minister Yang, are
not thinking of consular relations,
but want to see if Paris has any-
thing in mind.
c. The respective French and
Nationalist charges will be depart-
ing their posts this Thursday, two
days before the French and Chinese
Communist charge's arrive at their
posts.

US Pilots
e. The French have thus far
failed to go along with other mem-
bers of the EEC in accepting Taipei's
request of mid-January for approval
of its ambassador-designate to the
EEC.
a. The North Koreans are wring-
ing all the propaganda exploitation
they can out of the two US helicopter
pilots forced down last May.
b. Yesterday they broadcast
an interview which purported to be
an abject r!onfession by the pilots
to espionage and crimes against the
South Korean people. The pilots'
own voices were not heard.
c. The broadcast coincided
with a North Korean letter to the
UN command saying they were pre-
pared to be "lenient" with the
pilots if the UN admitted to having
violated the armistice agreement
and promised not to do it again.
d. There was, however, no
reference to release of the pilots.

NOTES
Cuba-US The two Cuban emigrds who hijacked the
Piper Apache yesterday said at Havana Airport,
that they simply wanted to return home. Cuban
plans for disposition of the US pilot
are not yet known.
Chou En-lai trip
-Mau En-lax, currently on a swing
through Pakistan and Ceylon, will visit Indonesia
before returning home in early March.
Kenya-Zanzibar Kenyatta will not consider sending
any security troops to Zanzibar unless he gets a
?written request from President Karume to do so.
he is not
really sure what is going on there. In this he is
not alone.
D. Bolivia Another split has taken place in President
Paz' party. In addition to Lechin and his left-wing
followers, Paz now must cope with a separate group
of disgruntled office-seekers drawn from both left
and right.
E. USSR The long-expected Soviet space operation was
attempted early this morning, but failed shortly
after launch--too soon to determine what kind of
operation was planned. A Venus probe seemed a likely
possibility.
