In two meetings with Under Secretary Ball, Makarios has remained adamantly opposed to the basic pro- visions of the revised British- American plan. The two men are meet- ing again this morning, but Ball, despite his laying it on the line to Makarios, has little hope of any give in the Greek Cypriot position. b. Pickard, the British repre- sentative, thinks Makarios no longer has any effective control at all, and Ball describes the two ministers who led the discussion on the Greek Cypriot side as fanatical and over the edge, "They reflect the death wish that seems endemic in this wretched island." c. Civil order deteriorated further overnight; there have been 150 casualties at the south coast port of Limassol, d. If the discussions break down this morning, the Cypriot gov- ernment will probably spread the news; this could trigger widespread fight- ing. e. Somalia- a. Fighting continues despite Ethiopia moves to halt it, and both sides are reinforcing their positions along the border. b. A sizable Ethiopian force has also assembled at the border village of Daba Goriale some 120 miles southeast of Tug Wajale. All told the Ethiopians have one of their four infantry divisions in the Ogaden region plus one brigade. d. The Somali Army has only two of its seven battalions in the northern sector of the country, and appears to be arming large numbers of "volunteers" to assist them. e. This sort of guerrilla ac- tivity, which the Ethiopians know is encouraged and even directed by Mogadiscio, has particularly infur- iated them and probably precipitated the current fighting. f.
