Cuba a. Castro seems to us to have embarked on a campaign to pressure the US into withdrawing from Guan- tanamo. b. There is little doubt that he deliberately sent the fishing boats into US waters, and a good chance that this was done to provide him with a pretext for cutting off Guantanamo's water. e. On Sunday, before the boats were taken to Key West; Havana radio launched a new program series, "Cuba and the Guantanamo Base." The first broadcast declared developments in Panama had raised again the question ? of US rights to the base. Shops were closed early in Nicosia yesterday as armed ir- regulars began appearing on the city streets. Americans were advised to stay indoors. e. Meantime, the search for a mutually acceptable formula on a force goes on. The problem is to go as far as possible to meet Makarios' demands without losing the Turks. f. Makarios, with some support from the Greeks, is sticking to his demand for Security Council approval. The Turks are telling us in so many words that they will make no further concessions. g. Inonu, however, is said to believe that the time for Turkish military intervention is past. USSR-India Moscow has told the Indians it is will- ing to sell them the equipment for 14 additional SAM sites. This will boost Indian SAM purchases to 22 sites. British Guiana The week-long trek through the Guiana hinterland by a tiny band of youthful supporters failed to drum up much enthusiasm for Jagan's cause.
