1. Cuba
a. Castro seems to us to have
embarked on a campaign to pressure
the US into withdrawing from Guan-
tanamo.
b. There is little doubt that
he deliberately sent the fishing
boats into US waters, and a good
chance that this was done to provide
him with a pretext for cutting off
Guantanamo's water.
e. On Sunday, before the boats
were taken to Key West; Havana radio
launched a new program series, "Cuba
and the Guantanamo Base." The first
broadcast declared developments in
Panama had raised again the question

of US rights to the base.

Cyprus
f. The alacrity with which
Moscow has picked up the issue sug-
gests to us the possibility of fore-
knowledge.
a. ?The Greek and Turkish
Cypriots are at each other's throat
again.
b. Greek Cypriot police burned
a village southeast of Nicosia yes-
terday, in retaliation, they say,
for an earlier ambush of a police
car. The Turkish Cypriots responded
to this "massacre" by ambushing a
party of Greek Cypriots this morning
near Kyrenia.

c. Shops were closed early
in Nicosia yesterday as armed ir-
regulars began appearing on the city
streets. Americans were advised to
stay indoors.
e. Meantime, the search for a
mutually acceptable formula on a
force goes on. The problem is to
go as far as possible to meet
Makarios' demands without losing the
Turks.
f. Makarios, with some support
from the Greeks, is sticking to his
demand for Security Council approval.
The Turks are telling us in so many
words that they will make no further
concessions.
g. Inonu, however, is said to
believe that the time for Turkish
military intervention is past. We
are convinced that this view is not
accepted throughout the Turkish
armed forces, nor could it be sus-
tained by the government ii the
Turkish Cypriots ?begin to get the
worst of it.

3. Greece
h. Before these latest inci-
dents2 Ambassador Wilkins had ex-
pressed his concern over the charged,
anti-American atmosphere among the
Greek Cypriots and again recommended
against putting US troops ashore.
a. With the national elections
coming up a week from Sunday, coup
talk is again being heard in Greek
military circles.
b, This sort of thing accom-
panies nearly every election campaign,
but is more urgent just now since
this is the first election in more
than a decade which the military's
long-standing political partner, the
right-of-center National Radical
Union, is not expected to win.

4. Panama
a. The upcoming carnival week
end could bring a renewal of anti-
American violence.
b. The main student leaders
have scheduled a mass meeting Sunday
in Panama City to pay tribute to
last month's "martyrs" and "defeat
the Yankees." Many radio stations
and newspapers are pumping out in-
flammatory material.
C, Agitators should find rich
pickings amongst the crowds of idlers
which will be larger than usual since
the government banned a number of
traditional carnival events.

6. Ghana
C. The thorny issues, however,
lie ahead. One of these will be the
Malaysian demand that Indonesian
"volunteers" be withdrawn from
Malaysian Borneo.
d. Subandrio has declined so
far to give any assurances to the
Malaysians along these lines, and
we doubt that he has the authority
to do so.
a. Nkrumah's pathological
concern for his safety has, it seems,
led him once again to seek Soviet
help in shoring up security arrange-
ments.

b. Efforts in this direction
are being hampered by the usual
bickering among Leopoldville poli-
ticians elbowing each other for ad-
vantage.
c. Adoula's problem is that,
if the Mulele movement can keep its
momentum, it will probably be able
to attract support from among divers
anti-Adoula elements and perhaps from
the Congolese Army itself.

NOTES
A. USSR-Cyprus Gromyko this morning handed Ambassador
Kohler a letter from Khrushchev to the President.
It calls for western restraint toward Cyprus, opposes
NATO "occupation" and suggests the Security Council
as a proper forum in which to debate the issue.
Similar messages have been sent to British, French,
Turkish, and Greek heads of government.
B. Spain-USSR
Spain and the USSR
will resume diplomatic relations by 1 April,
C. UAR - Yemen - Saudi Arabia Nasir continues to
sen roops o yemen.
D. Cuba-USSR Cuban trainees now active at all SAM
sites on the island
These are further indications of a Soviet
intent to transfer the system to Cuban control pos-
sibly as early as April.

E. USSR-India Moscow has told the Indians it is will-
ing to sell them the equipment for 14 additional SAM
sites. This will boost Indian SAM purchases to 22
sites. Some equipment has arrived, and. the first
training site will be set up within three months;
the first operational site has been delayed until
late in the year.
G. British Guiana The week-long trek through the
Guiana hinterland by a tiny band of youthful supporters
failed to drum up much enthusiasm for Jagan's cause.
Jagan may be tempted to use their return tomorrow to
provoke violence in volatile Georgetown.
