a. Sihanouk

unofficially mediate the dispute
between Malaysia, Indonesia, and the
Philippines.
c. He is traveling to Kuala
Lumpur today, then to Manila, and
finally to Djakarta if Sukarno wants
to hear the results of his efforts.

2. Tanganyika
a. Army sergeants mutinied
last night, demanding higher pay
and the removal of British offi-
cers.
b. The situation is still
highly confused and there is vio-
lence and looting in Dar-es-Salaam.
c. Most of the British offi-
cers have since been flown to Nairobi.
d.
Defense Minister Kambona
has agreed to the mutineers' demands
and only President Nyerere's signa-
ture is needed to make it official.

3. Cyprus,
a. Scattered incidents and
mutual animosity continue to threat-
en the delicate balance on Cyprus.
b.
Greek Cypriot police authorities
?have only a tenuous control over
their security forces because of
the large number of poorly disci-
plined irregulars.
c. Turkish Cypriots are con-
tinuing to congregate in areas that
are predominantly Turkish, The
Greeks charge this movement is
designed to demonstrate a de facto
partition. The Turks say it is
necessary for self-preservation.
d. The Turkish police expect
anti-Greek violence in Istanbul if
the London Conference fails.
e. There is no indication
yet from London that any progress
is being made toward agreement.
Makarios says he will take the
issue to the UN if no agreement
is reached.

4. Zanzibar
a. The new regime, with Tan-
ganyika's support, is moving to
control "Field Marshal" Okello's
strength.
b. Tanganyikan armed police
have been flown in at the request
of President Karume. They are dis-
arming Okello's thugs and disbanding
his revolutionary headquarters.
C. Okello's inflammatory
broadcasts had contributed to the
anti-Arab violence. Some reporters
now put the Arab death toll at over
2,000.
d. Kambona has told our ambas-
sador in Dar-es-Salaam that Zanzibar
has asked for technicians to restore
essential services. He also said that
the new government wants to discuss
union or federation with Tanganyika
in the near future.
e. There is growing evidence
that Kambona may actually have sup-
ported the coup; he has long believed
that Zanzibar should be part of Tan-
ganyika.

6. USSR-Cuba
a. Lechin's labor demonstra-
tion in La Paz is finally supposed
to come off today. We expect a
certain amount of bloodshed.
b. Lechin is on
over moves by Paz to pack the
presidential nominating convention
of the ruling MNR party to the
detriment of his faction on the
left.

Lechin may form a common
front with other opposition parties.
Paz will try to main-
tain himself in power whatever hap-
pens.
a. Embassy Moscow notes that
Khrushchev in a speech last Friday
went out of his way to align the
USSR behind the Cuban demand for
?the return of Guantanamo.
b. Castro is probably badger-
ing the Soviets on Guantanamo in
light of its parallel with the
Canal Zone.
C. This could have been the
opening gun in a new Soviet propa-
ganda campaign. There was no indica-
tion, however, thatthe USSR was pre-
pared to go beyond atmospherics de-
signed to isolate the US on the
Guantanamo issue.

NOTES
A. Indonesia Djakarta appears to be making good on
its threat to seize remaining British interests
in Indonesia in retaliation for Hong Kong embargoes
on material for Indonesia, The government is re-
ported today to have taken over titular control of
the Shell oil company and the Unilever corporation
following attempts by Communist-led unionists to
seize both,
B. Laos General Phoumi says he cannot come to the US
in earlyFebruary as planned because he will have
to mind the store while Souvanna is away, The lat-
ter is going to Phnom Penh in February andto Hanoi
and Peiping in March in yet another effort to get
Communist cooperation,
C, Berlin Embassy Warsaw reports strong rumors among
Polish journalists that new Berlin proposals will
come out of the recent Gomulka-Khrushchev and Ul-
bricht-Khrushchev talks.
D. Brazil Another round of political tension is start-
ing IF Brazil amid renewed charges by both the right
and left that Goulart is planning to seize greater
powers,
E, Pakistan-India Pakistan plans to resubmit the
KigHETY-Warion to the UN today or tomorrow. This
moves, coming On top of last week's communal rioting
in Calcutta and Daccas will bring Pakistani-Indian
relations to their lowest point in several years.
F. Panama The situation in Panama remained quiet over
the weekend. No new major developments have been re-
ported.
