a. At the behest of Peiping,
Air France is discussing with the
Chinese Communists extending its
flights into China, possibly to
Peiping.
b. The Air France manager in
Rangoon, who was ordered by his home
office to talk the matter over with
the Chinese, has confided to our
embassy that the matter now depends
on "political developments," and he
expects a firm decision within a
week.
2. Chou En-lai's a. The Chinese Communists have
tour asked Royal Dutch Airlines to add
another month to the charter of the
plane Chou En-lai has been using in
Africa.
b. Plans had been for him to
return to Peiping in mid-February
following state visits to Pakistan
and Ceylon on the way.

a. Last night's demonstration
by several thousand students broke
up without violence after President
Chiari issued a statement promising
not to re-establish relations with
the US until the US "consented to
begin negotiations" for a new treaty.
b. The students' march, to
present a petition calling for treaty
revisions and Panamanian sovereignty
over the Zone? was led by known Com-
munist ringleaders.
c. Another demonstration is
being organized for today.
d.
the situation as "tense and unpre-
dictable."
a. The Arab summit will prob-
ably conclude with a communique
today.
b. The only firm development
to emerge so far is the restoration
of Egyptian-Jordanian relations.

? d. The conference has been
noteworthy for the degree of amity
exhibited and the appearance of a
business-like approach to Arab
problems.
a. Souvanna remains aloof as
ever from the daily problem and
squabbles of his faction-ridden gov-
ernment.
b. With no one around to
knock heads together, each faction
seems to be going in its own direc-
tion, pursuing its own pet schemes.
c. The neutralists still fear
a move by the rightists to topple
the government in Vientiane and con-
tinue to try to arrange the transfer
of the seat of government to the
royal capital at Luang Prabang. This
project will almost certainly, fail.
d. The neutralists also antici-
pate a showdown soon between two
factions within the rightist camp,
with Vientiane the battleground.
e. If, as seems likely even-
tually, the situation deteriorates
further, Souvanna probably has in
mind calling for the Geneva Conference
to reconvene to solve his problems
for him.

A. Malaysia-Philippines A meeting soon between
Macapagal and Malaysia's Tunku Rahman seems assured
with Rahman's statement yesterday that he would be
pleased ?to meet with Macapagal any place, any time,
without any conditions.
B. Cyprus The-Cyprus confer-
ZEU57171hich convened yesterday to hear opening
speeches, may last three or more weeks.
C. India-Pakistan Communal rioting of the past week
in Indian Bengal is being matched by outbreaks in
East Pakistan where upward of 300 have been killed
in the past two days. As in Calcutta, army units
are reinforcing police efforts to restore order and
keep the dangerous situation from snowballing.
D. Honduras A plot is afoot among high-ranking mili-
tary officers, including the defense minister, to
overthrow the Lopez regime.
