Panama a. Panama is outwardly quiet for the moment and the laggard Na- tional Guard is moving to establish firmer control. b. this air of calm may be deceptive. Agitators were still in the streets last evening trying to keep tensions alive, and only a small spark is needed to set off a new round of violence. c. Panama radio continues its inflammatory broadcasts. d. Nationalist groups and his own official family are putting pres- sure on President Chiari to continue to insist on a substantial revision of the 1903 treaty. e. Typical of these pressures was the declaration yesterday by his foreign minister that relations with Washington will not be resumed until the US gives "concrete indica- tions" of a willingness to negotiate a new treaty. The new African-led regime has clamped a night time curfew on the island in an effort, so far not entirely successful; to restore order. b. An individual styling him- self "field marshal" has been issu- ing radio bulletins on behalf of the new authorities. Among these was a warning to Arab youths to stay off the streets or be shot. C. Ministers of the ousted Arab-dominated government are under arrest and will not be permitted to leave the island for at least three months. British Guiana - a. Nkrumah has offered to Ghana send a delegation to British Guiana next month to help feuding political groups there to join in a united front and press London for early in- dependence. c. The proposal may get on the agenda of the Caribbean "summit" conference now under way in Jamaica. Algeria a. Opposition to Ben Bella, never far below the surface, is be- coming increasingly vocal. b. There were open antiregime demonstrations last week which grew out of his failure to cope with the country's economic difficulties. More are expected. c. Following these disturbances, Ben Bella declared that he would "break the backs" of all the "animals" who oppose him, using the firing squad as needed. e. India-Pakistan Some improvement has been noted in the situation in riot-torn Calcutta as a result of a round-the-clock curfew and stringent efforts by the Indian Army to keep Hindus and Muslims apart. B. USSR We have no evidence that the Soviets have in TEEF begun cutting back their troop strength as Khru- shchev and other high officials have claimed in recent public statements. C. Morocco-Cuba King Hassan's government has decided to resume relations with Havana, which were broken off last November as a result of Havana's supplying Ben Bella with arms during the border crisis. D. Philippines-Malaysia Macapagal is trying to arrange a meeting with Tunku Rahman "to balance" the recent Macapagal-Sukarno talks, they might meet in mid-February after Ramadan, perhaps in Bangkok.
