g. President Paz says, mean-
while, that "in the next few days,"
he will try every possible means
short of military action to obtain
release of the hostages.
h. The air force will try drop-
ping leaflets today, and emissaries
of the mine workers' union are being
sent in by the government to try to
effect release at least of the Ameri-
cans.
i. By his actions, Lechin is
becoming more deeply committed to
an all-out test of strength with Paz.
a. Castro has stepped in per-
sonally to try to raise Cuba's trade
with Western Europe.

3. USSR
a. The plan to expand the
Soviet chemical industry is appar-
ently even more massive than had
been indicated earlier by Khrushchev.
b. It envisages an outlay for
investment in this industry alone
over the next seven years of 42 bil-
lion rubles (about $47 billion at
the official exchange rate). This
is more than was allocated for all
Soviet economic investments last
year.

plenum yesterday this would mean a
slowdown in some other industries,
but he did not say which ones.

NOTES
A. Cuba-USSR The classroom phase of SAM training for
Cubans apparently has ended.
B. Greece Karamanlis has carried out his threat to
quit politics. His resignation from the party
(National Radical Union) may make it possible for
Papandreou, who heads the rival Center Union Party,
to survive his first vote of confidence next Wednes-
day.
C. Cyprus Turkish Cypriots will follow Ankara's lead
in publicly rejecting Makarios' proposals to revise
the constitution. Makarios intends to go ahead any-
way, and violence between Greeks and Turks on the
island seems unavoidable.
D. Cambodia The Cambodians are celebrating a national
holiday, declared to mark Barites death. As a re-
? sult, Ambassador Sprouse has been unable so far to
? see Sihanouk to deliver our protest over the of
Cambodian radio statement. Sprouse says this
statement has not been repeated in the press.

ANNEX
Cuban Support of Subversion in Bolivia
Most of the governing Nationalist Revolu-
tionary Movement (MNR) is loyal to President Paz who
is head of the party. Forces loyal to him control
two thirds of both houses of Congress.
The MNR leftists under Vice President
Lechin are being increasingly denied the sources of
funds which would come from holding important posts
in the party and government. They are, therefore,
looking to Cuba and the bloc for backing and guidance
to help oust Paz from office next year.
