a. The expected purge of pro-
vincial bosses is now in full swing.
b. In Saigon, there are signs
of a tendency for the leadership to
divide between those favoring French
methods of administration and those
who are more oriented toward the
American way of doing things.
c. This tendency is also re-
flected in differences over whether
a multiplicity of parties and groups
should be encouraged or whether an
effort should be made to work to-
ward a two party political system.
d. Among the casualties of the
fighting in Saigon were records of
the land reform office. Already lug-
ging at least two years behind
schedule, this will make it harder
to get the program going again.

c. Cease-fire commissioners
now on the scene are trying to set
up a demilitarized area and will
probably succeed in arranging some
withdrawals.
d. Even so, Morocco and, pre-
sumably, Algeria intend to hold on to
what they have by assigning non-mili-
tary personnel to take the place of
any military personnel withdrawn.

a. Sihanouk has made another
call for a neutralist government in
Saigon.
b. He appears to believe that
the neutralization of South Vietnam,
Laos, and Cambodia is the only way
to cope with the longer run Communist
threat to his country.
c. Meanwhile, his radio con-
tinues to re-broadcast his threat of
last week to dump western aid and
rely entirely on Communist China un-
less the anti-Sihanouk clandestine
transmitters in the area cease their
broadcast.
d. Soviet MIG aircraft and a
variety of military vehicles con-
tracted earlier this year are now
starting to arrive.
a. Moderate, centrist Presi-
dential candidate Diaz Ordaz will
be coming under increasing fire from
the pro-Communists and the far left who
are determined to block his election.

A. Laos Souvanna told Ambassador Bowles that he got
nothing from the Soviets; neither assurances of
support in general nor a commitment to try to get
the Polish ICC commissioner to be more constructive.
Meanwhile, Kong Le apparently still thinks the
USSR will aid him rather than the Pathet Lao.
B. USSR The Soviets launched an earth satellite ve-
hicle in the early hours this morning (Washington
time). It may be another in the recoverable COSMOS
series,
C. Brazil Goulart's military are taking special
FeagilFes in anticipation of strikes scheduled for
tomorrow in the petroleum industr , While these
? measures may only be intended to iSt--erve public
safety and order, there is always the chance that
Goulart may use such a pretext to move against his
?chief opponent-, Lacerda.
